En Sobre la República, obra de gran interés para los estudiosos de la historia, la reflexión griega acerca del Estado ideal se combina con la sabiduría práctica romana. Este tratado, publicado en el año 51 a.C., se conserva hoy en sus tres primeros libros, de los seis originales, y en algunos fragmentos ulteriores, entre ellos su conclusión, «El sueño de Escipión» (del que Macrobio escribió un célebre comentario, aparecido en esta misma colección). De re publica trata de ciencia política, en un diálogo entre Escipión Emiliano y Lelio. Escipión pasa revista (como lo hicieron los griegos desde la República de Platón) a las tres formas típicas de gobierno –monarquía, aristocracia y democracia– y describe como forma de gobierno ideal (a semejanza de Polibio) la combinación de las tres, tal como se manifestó en la República romana. La evolución de ésta es analizada en el libro segundo, desde sus primeros tiempos hasta el logro de su equilibrio, optima re publica, en el siglo II. En el libro tercero se sostiene que el estado no puede mantenerse sin justicia. En los fragmentos conservados de los restantes tres libros se trata de la educación (moral, física e intelectual), sobre el político ideal y su recompensa y se describe una visión de la vida celeste de las almas de los grades estadistas, en el referido «Sueño de Escipión», la parte más interesante de la obra desde el punto de vista literario. Sobre la República posee un gran interés para los historiadores. En él las ideas griegas del Estado ideal se encuentran con la sabiduría práctica romana. Aunque se trata de una obra filosófica, Cicerón no se abstiene de tratar problemas políticos que Roma afrontaba en aquel momento (con lo cual pone en práctica su precepto de acción necesaria). Hablaba a su tiempo al insistir en que todos los hombres tienen el deber de servir a su patria y que la moralidad privada se aplicaba a los asuntos públicos.
