Known as the age of democracy, the nineteenth century witnessed the extension of the franchise and the rise of party politics. As Daniel Carpenter shows, however, democracy in America emerged not merely through elections and parties, but through the transformation of an ancient political tool: the petition. A statement of grievance accompanied by a list of signatures, the petition afforded women and men excluded from formal politics the chance to make their voices heard and to reshape the landscape of political possibility. Democracy by Petition traces the explosion and expansion of petitioning across the North American continent. Indigenous tribes in Canada, free Blacks from Boston to the British West Indies, Irish canal workers in Indiana, and Hispanic settlers in territorial New Mexico all used petitions to make claims on those in power. Petitions facilitated the extension of suffrage, the decline of feudal land tenure, and advances in liberty for women, African Americans, and Indigenous peoples. Even where petitioners failed in their immediate aims, their campaigns advanced democracy by setting agendas, recruiting people into political causes, and fostering aspirations of equality. Far more than periodic elections, petitions provided an everyday current of communication between officeholders and the people. The coming of democracy in America owes much to the unprecedented energy with which the petition was employed in the antebellum period. This book aims to fill a gap in research on women's political representation by developing a multidimensional assessment of female participation in subnational legislatures in a federal political system like Mexico. The Mexican experience in terms of women's political representation at the federal and subnational levels has been very successful, as the reforms created a more robust "gender electoral regime" that promoted an increase in the number of elected female legislators (1987-2021). Still, little is known about the impact of the rise in women's presence in Congresses on other dimensions of political representation, such as symbolic or substantive. Although previous studies on women's political representation in Mexico have yielded exciting conclusions based on empirical evidence and strengthened a theory focused on the analysis of presence, it is still insufficient to explain the other dimensions of representation and the relationship between them. Therefore, this book contributes to the comparative scholarship from the perspective of feminist neo-institutionalism, expanding the understanding of the relationship between women's formal and descriptive representation, the content of legislative work in terms of preferences and interests (substantive representation), and its symbolic effects on women and politics in general (symbolic representation). Women in Mexican Subnational Legislatures: From Descriptive to Substantive Representation will be of interest to political scientists, sociologists, and jurists interested in gender and politics. The book fills a theoretical and empirical gap on the effects of gender parity in the programmatic and symbolic scope of power building. In committing themselves to republicanism, they embarked on a political experiment of an unprecedented scale outside the newly formed United States. In this book, Hilda Sabato provides a sweeping history of republicanism in nineteenth-century Latin America, one that spans the entire region and places the Spanish American experience within a broader global perspective. Challenging the conventional view of Latin America as a case of failed modernization, Sabato shows how republican experiments differed across the region yet were all based on the radical notion of popular sovereignty--the idea that legitimate authority lies with the people. Although Mexico began its national life in the 1821 as one of the most liberal democracies in the world, it ended the century with an authoritarian regime. Examining this defining process, distinguished historians focus on the evolution of Mexican liberalism from the perspectives of politics, the military, the Church, and the economy. Based on extensive archival research, the chapters demonstrate that--despite widely held assumptions--liberalism was not an alien ideology unsuited to Mexico's traditional, conservative, and multiethnic society. On the contrary, liberalism in New Spain arose from Hispanic culture, which drew upon a shared European tradition reaching back to ancient Greece. This volume provides the first systematic exploration of the evolution of Mexican liberal traditions in the nineteenth century. Conflict between the Roman Catholic Church and the State in Mexico became prominent soon after independence in 1821, and during the next three decades national and state governments made various attempts to reduce ecclesiastical influence in the social, economic and political life of the nation. Few of such efforts met with much success, and it was not until 1856 that a major reform was initiated. Legislation was issued which affected all spheres of clerical activity but the most vital and controversial aspect of the reform involved the measures adopted to dispossess the Church of its wealth. The extensive ecclesiastical holdings of urban and rural real estate and capital were nationalized and redistributed. Professor Bazant examines earlier attempts at nationalization, and describes in detail the implementations of the 1856 Lerdo Law and subsequent decrees. Using selected areas of the country, he traces the precise effects of the redistribution of Church property and capital, describing the terms of sale or transfer, the number of sales, the buyers, their nationality and occupation, and the total value of the amounts involved.
