The Right in the Americas discusses the origins, development, and current state of conservative and right-wing movements in ten countries in the Americas. The growth of the right is one of the most important issues of the moment in global politics. Within the context of democracy erosion, rejection of traditional politics, and economic uncertainty, right and extreme-right actors are capable of offering misguided answers and hope to a significant part of a country’s population, who will trust their promises and bring them to power with their vote. This dynamic has repeated itself in an astonishingly consistent pattern across the Americas. This book analyses eight Latin American countries - Argentina, Brazil, Chile, Colombia, Honduras, Mexico, Uruguay, and Venezuela - along with Canada and the United States, two G7 countries. It demonstrates that conservatism is in fact a hemispheric phenomenon, promoted and invigorated by the regional hegemon—the United States of America—both as government and as civil society. Beyond this regional scope, the peculiarities of each case study are explored in detail, providing solid historical background, while at the same time uncovering their commonalities and cross-pollination. Ricardo Gómez Giraldo se propuso aceptar la invitación de algunos historiadores para llenar un vacío a su juicio importante: la falta de estudios que vinculen la historia de las mentalidades con el abordaje de problemas de la sociedad. En este caso, con aquellos que son posiblemente los más significativos de una sociedad moderna: la educación, la ciencia y la tecnología. Para esto, escudriñó los grandes debates que se dieron sobre esos temas desde la década anterior a la Asamblea Constituyentede 1991 hasta el 2013. Es un análisis de opiniones, pero rigurosamente empírico. Su material de trabajo fueron las transcripciones textuales de más de mil trescientas intervenciones de políticos, empresarios y líderes sociales, en ámbitos de decisión tan importantes como los que llevaron al establecimiento de la nueva Constitución Política de Colombia de 1991, y a un conjunto significativo de las leyes que hoy regulan el gobierno y el financiamiento de los sistemas educativo y de ciencia y tecnología en el país. El análisis se centra en los debates de las élites. Pero no se trata de las élites tradicionales, con apellidos de alcurnia, ni de discusiones sostenidas en clubes sociales. El autor define a la élite como una minoría que tiene la mayor influencia política, social y económica posible. Y las discusiones analizadas son opiniones de políticos de partido e independientes, de Gobierno y de oposición, de sindicatos y otros grupos que ejercen presión social, de grandes y pequeños empresarios, en general, de todos aquellos que pueden expresar sus opiniones en ámbitos de decisión. La premisa del libro, muy posiblemente correcta, es que esas élites, y lo que dicen, son claves para la comprensión de nuestra sociedad.

A Fervent Crusade for the National Soul examines the implementation of cultural policies in relation to the contested configuration of citizenship in Colombia between 1930 and 1946. At a time when national identities were re-imagined all over the Americas, progressive artists and intellectuals affiliated with the liberal governments that ruled Colombia established an unprecedented bureaucratic apparatus for cultural intervention that celebrated so-called “popular culture” and rendered culture a social right. This book challenges pervasive narratives of state failure in Colombia, attending to the confrontations, negotiations, and entanglements of bureaucrats with everyday citizens that shaped the relationship between the ruler and the ruled. Catalina Muñoz argues that while culture became an instrument of inclusion, the liberal definition of popular culture as authentic and static was also a tool for domination that reinforced enduring structures of inequality founded on region, race, and gender. Liberals crafted the state as the paternalistic protector of acquiescent citizens, instead of a warden of political participation. Muñoz suggests that this form of governance allowed the elites to rule without making the structural changes required to craft a more equal society.
