Dopo aver lungamente negato l’esistenza di una “questione europea”, l’uscita del Regno Unito dall’Unione ha aperto un dibattito sul come recuperare la perdita di consenso che ha colpito la libera circolazione delle persone nel territorio comunitario, l’euro e lo stesso mercato unico. Nel 60° dei Trattati di Roma, che tanto bene hanno fatto ai popoli europei, i media, il Parlamento e la Commissione UE, e i movimenti politici che aggregano le insoddisfazioni popolari avanzano proposte che riflettono la riemersione delle profonda diversità culturali tra le popolazioni del Vecchio Continente. Queste diversità risalgono indietro nel tempo e si erano assopite a seguito dei brillanti risultati raggiunti indistintamente dai paesi-membri, ma sono state riattivate dai persistenti divari di crescita economica e di occupazione intraeuropei e rispetto al resto del mondo, dagli ingenti flussi immigratori extracomunitari e dalla rigidità politica nell’affrontare tutti questi problemi. Queste radici sono state oggetto di due saggi scritti rispettivamente dal poeta Heinrich Heine e dal filosofo Immanuel Kant, quasi interamente riportati in questo lavoro, che servono di base per comprendere le esitazioni della Germania sia ad assumere un ruolo leader in Europa, sia a considerare le diversità culturali come un vincolo sul quale operare con adeguate politiche e non con ulteriori vincoli e proibizioni. L’Autore ne fa oggetto di una Seconda lettera agli amici tedeschi chiedendo di riesaminare la loro posizione partendo dalle idee dei due personaggi per ridare all’Unione la spinta vitale andata perduta.

Al centro del dibattito di questi giorni per alcune posizioni critiche sulle modalità con le quali l'Italia ha aderito all'Euro-zona, questo lavoro è una memorialia di mezzo secolo di storia di un economista libero, come l’autore ama definirsi, ma anche la moralia che ne ha tratto. Le vicende interne e internazionali intercorse tra la prima crisi della bilancia dei pagamenti italiana del 1963 e la Grande recessione iniziata nel 2008 sono state definite “un incubo”, termine mutuato dall’Ulisse di Joyce. Esse si sono incrociate con le numerose vicende personali dell’autore che, essendo inattese e ricche di conoscenza, lo inducono a definirle per lui “un sogno”. Lo scopo del lavoro è di trarre da questo incontro di fatti e di esperienze insegnamenti utili per affrontare problemi di natura economica di interesse generale, ma anche di presentare la sua produzione scientifica e riflettere sul significato avuto dalle sue scelte di vita, dalla Banca d’Italia, alla cattedra universitaria, alla presidenza di banche e imprese, dalla direzione generale di importanti ministeri, al Governo del Paese da Ministro dell’Industria. Dalla dovizia di studi ed esperienze trae due conclusioni sul perché l’Italia si dibatta in una grave crisi di crescenza e di identità: l’eccessiva ricerca della rendita da parte dei cittadini, che la politica asseconda, e la sistematica violazione della “regola della legge” a causa di una cultura individuale e sociale difettosa. La terapia che suggerisce travalica i temi dell’economia e approda ai lidi della scuola e dell’educazione, ritenute l’unico veicolo per consentire di raggiungere un’Italia e un’Europa migliori.

Le più recenti vicende dell’Italia osservate e vissute da Paolo Savona in qualità di Ministro degli Affari europei e di presidente della Consob sono raccontate in questo nuovo lavoro che si può considerare un’appendice ai due precedenti pubblicati da Rubbettino su La fine del laissez-faire e della liberal-democrazia (2016) e sulle sue Memorialia e moralia di mezzo secolo di storia (2018). La sua interpretazione è che la politica monetaria ha assunto la guida del mercato finanziario, permettendo alla politica fiscale di spingersi oltre i suoi limiti, anche attraverso l’espansione dell’indebitamento pubblico. L’inversione eterodossa delle due politiche si era già delineata dopo la crisi finanziaria globale del 2008, ma ha assunto una chiara connotazione strutturale, forse irreversibile, a seguito dell’esplosione della pandemia sanitaria Covid-19. L’Unione europea e, nel suo ambito, l’Eurosistema hanno recepito e rafforzato i contenuti “non convenzionali” delle due politiche avviate dagli Stati Uniti, muovendo da quella intrapresa dalla Banca centrale europea nel 2012 e integrata quest’anno da quella fiscale con il Recovery fund (Next generation EU); queste decisioni, molto tormentate, rappresentano la vera novità dell’Unione, abbattendo, tra l’altro, l’opposizione alla mutualizzazione del debito tra Stati membri. L’A. ricorda che i due vizi di fondo del Paese sono l’assistenzialismo e il rispetto opzionale della legge e sottolinea il pericolo che il nuovo regime monetario e fiscale, permettendo l’esistenza di moneta e di pranzi gratis, possa impedire che le abbondanti risorse disponibili si indirizzino verso gli investimenti e vadano invece spese in assistenza generalizzata, salvataggi di imprese decotte e riaffermazione delle partecipazioni statali, rivitalizzando le spinte sociali in questa direzione presenti nella cultura del Paese, mai assopitesi. Tenendo conto dei profondi mutamenti epocali in atto, l’A. sollecita la costituzione di una Consulta pubblica di esperti che proponga al governo e al Parlamento un’architettura istituzionale adeguata ad affrontarli e suggerisce le azioni di breve periodo da continuare o intraprendere per raggiungere gli obiettivi strategici scelti.
