This unique book traces Mexico's eventful years from 1910 to 1952 through the experiences of its state governors. During this seminal period, revolutionaries destroyed the old regime, created a new national government, built an official political party, and then discarded in practice the essence of their revolution. In this tumultuous time, governors—some of whom later became president—served as the most significant intermediaries between the national government and the people it ruled. Leading scholars study governors from ten different states to demonstrate the diversity of the governors' experiences implementing individual revolutionary programs over time, as well as the waxing and waning of strong governorship as an institution that ultimately disappeared in the powerful national regime created in the 1940s and 1950s. In the 1890s, Spanish entrepreneurs spearheaded the emergence of Córdoba, Veracruz, as Mexico’s largest commercial center for coffee preparation and export to the Atlantic community. Seasonal women workers quickly became the major part of the agroindustry’s labor force. As they grew in numbers and influence in the first half of the twentieth century, these women shaped the workplace culture and contested gender norms through labor union activism and strong leadership. Their fight for workers’ rights was supported by the revolutionary state and negotiated within its industrial-labor institutions until they were replaced by machines in the 1960s. Heather Fowler-Salamini’s Working Women, Entrepreneurs, and the Mexican Revolution analyzes the interrelationships between the region’s immigrant entrepreneurs, workforce, labor movement, gender relations, and culture on the one hand, and social revolution, modernization, and the Atlantic community on the other between the 1890s and the 1960s. Using extensive archival research and oral-history interviews, Fowler-Salamini illustrates the ways in which the immigrant and women’s work cultures transformed Córdoba’s regional coffee economy and in turn influenced the development of the nation’s coffee agro-export industry and its labor force.

Yet while soldiers seized power across the rest of Latin America, in Mexico it was civilians who formed governments, moving punctiliously in and out of office through uninterrupted elections. Drawing on two decades of archival research, Gillingham uses the political and social evolution of the states of Guerrero and Veracruz as starting points to explore this unique authoritarian state that thrived not despite but because of its contradictions. Mexico during the pivotal decades of the mid-twentieth century is revealed as a place where soldiers prevented military rule, a single party lost its own rigged elections, corruption fostered legitimacy, violence was despised but decisive, and a potentially suffocating propaganda coexisted with a critical press and a disbelieving public.
