Fabrizio, che tipo originale. Certamente un tipo fuori dagli schemi. Sia nell’infanzia che nell’adolescenza dimostra già di essere predisposto caratterialmente al comando. Fabrizio è innamorato dell’ambiente nautico fin da giovanissimo, nonché delle donne e della vita, di cui assapora tutte le sfaccettature e tutti i dettagli. Dove c’è festa c’è lui, quando scende il buio della notte. Infatti Fabrizio si cala perfettamente nelle due vite che poi lo possiedono: quella scrupolosa, ligia al lavoro, dall’alba al tramonto e quella sbarazzina e un po’ folle dal tramonto all’alba. È sicuramente uno spirito libero e così ama essere, anche se non si lascia mai andare all’amore. È sensibile, sente il sentimento. L’esperienza matrimoniale burrascosa lo porta per molto tempo a credere di non poter più amare. Infatti per lui l’amore diventa un gioco, dove è sempre lui la parte che ferisce. La cosa che ama è la sua carriera. Come comandante da diporto diventa uno dei più richiesti nel Tirreno e in tutto l’ambiente italiano della nautica da diporto. Negli anni Fabrizio si specializza nella consegna e nei trasferimenti. È sempre ben pagato perché ha una grande dote: riesce sempre a manovrare qualsiasi tipo di imbarcazione con qualsiasi tempo, rimette le barche al suo posto anche quando c’è molto vento, lui lo sa anticipare. E si è specializzato nella navigazione con il mare cattivo. Per questi motivi, gli armatori che lo ingaggiano, chiedono a Fabrizio soltanto le date di partenza e arrivo, lui sotto questo profilo è una garanzia. Fabrizio piace molto anche ai maggiori cantieri italiani, che lo ingaggiano per fare consegne a quegli armatori che hanno da loro acquistato le proprie imbarcazioni. In uno dei trasferimenti per cui è stato ingaggiato, dalle Canarie a Nettuno, gli sarà affiancato un marinaio particolare, Katia. Anche lei un’amante del mare e della vita in barca. Inaspettatamente tra i due sembra nascere qualcosa. Sicuramente un’amicizia basata sul rispetto e la sincerità che li porterà a lavorare ancora insieme anche dopo la conclusione di quel trasferimento. Come molto spesso il destino vuole, i due vengono temporaneamente divisi. Chissà, forse tale separazione cambierà i sentimenti nei loro cuori. Tutto il romanzo è ispirato e dedicato alla vita straordinaria di questo mio amico, che attualmente non so proprio dove sia. Sicuramente in giro per il mare, verso il quale condividiamo lo stesso, intenso, amore.

Several events in the past few years have dramatically shown how the interests of European citizens are directly affected by the stability, security and prosperity of their neighbouring regions. At the same time, the European Union and its member states face many challenges and dilemmas in designing and pursuing policies that not only effectively promote these interests, but also build stronger partnerships with neighbouring countries based on the values on which the Union is founded. First the Arab revolts and then Russia’s assertiveness in the eastern neighbourhood prompted reviews by the EU of its European Neighbourhood Policy (ENP), in 2011 and 2015, respectively. These reviews, in turn, have renewed scholarly interest in the ENP. By deliberately focusing on the recent literature (since 2011), this book by CEPS identifies the factors that explain the (lack of) effectiveness and coherence of the ENP. This exercise has resulted in a rich overview of and deep reflection on a wide variety of ENP-related themes, such as conditionality and leverage, the interests vs values dilemma and the role of third parties. The study identifies where there is consensus among scholars and where perspectives and judgements differ. It also identifies important gaps in the literature where further research is needed. This book will be of interest to a wide audience of officials, diplomats, parliamentarians, researchers at think tanks, civil society organisations, university teachers, trainers, students and journalists who want to know more about the challenges and dilemmas arising from the ENP. The work has been carried out by a team of researchers from CEPS in Brussels, with the support of the Policy and Operations Evaluation Department (IOB) of the Ministry of Foreign Affairs of the Netherlands.
