Michel Algrin a étudié la destination du produit des quêtes de Carême recueilli par le CCFD (Comité Catholique contre la Faim et pour le Développement). Preuves à l'appui, après avoir dépouillé, sur plusieurs années, un grand nombre de documents, il a découvert que le CCFD, directement ou par le biais d'organisations françaises et étrangères, attribuait des subventions qui n'avaient aucun rapport avec une lutte contre la faim et pour le développement. Bien au contraire, l'argent recueilli alimente des opérations politiques de subversion marxiste, d'agitation sociale, voire de soutien à des maquis ou à des activités violentes. L'auteur analyse les objectifs du CCFD de l'Amérique Latine au Sud-Est asiatique, en passant par l'Afrique. Un document, qui incontestablement, suscitera réactions et commentaires. En annexe à l'ouvrage, on trouvera plusieurs dizaines de documents, photocopies de pièces, reproductions de journaux, étayant les affirmations de l'auteur. Michel Algrin, docteur d'Etat en Droit - Sciences Politiques, diplômé de l'IHEDN (« Institut des Hautes Etudes de Défense Nationale »), fondateur de l'IESP (« Institut d'Etudes Stratégiques et Politiques ») est spécialiste de Politique Internationale.

The State of Qatar, the Asian-African Legal Consultative Committee (AALCC), in cooperation with the Secretariat of the United Nations and Frère Cholmeley (Paris) organised the Conference on International Legal Issues Arising under the United Nations Decade of International Law in Doha, Qatar on 22--25 March 1994. Around 60 speakers and 200 participants from more than 40 nations freely expressed their views on the progressive development of international law and its codification with a view to States' actions in the future adhering to the principles of international law as enshrined in the Charter of the United Nations. block possible Soviet expansion by mobilizing European "democracies", the policy soon extended to some developing countries in Asia and Latin America. In response, the USSR gradually initiated development programs for newly independent nations in Asia and Africa. In this context, super power rivalry operated in the South to (i) expand spheres of influence and control; (ii) guard Southern nations from the influence and incursions launched by the opposed camp; (iii) stimulate indigenous development. With few exceptions, Southern nations provided little input to the definition and execution of North-South dynamics during this period. In the case of Africa and to some extent Asia, the acquisition of independence was so recent and often sudden that there was little time to reflect on the kind of policies and measures needed to build bal anced relations with the former mother country. In Latin America, the Monroe Doctrine had long insured that the region was a virtual captive of the US. Aid for development was contingent on conformity to US political and economic interests. The cognitive component of South-North dealings strongly reflected the two above mentioned dispositions. The relative lack of political experience in the South. and the dearth of an organized and sizable intellectual/academic community, meant that there were few cognitive and human resources for undertaking careful study and analysis of the conditions and needs of develop ment from a Southern perspective (influential exceptions existed though, such as Raul Prebisch in Latin America or Ghandi in India).
