Durante las últimas décadas han tenido lugar numerosas iniciativas artísticas en Bogotá, que han logrado cierta visibilidad y significación, gracias a su capacidad de incidir en la producción de espacios públicos, por su papel en la visibilización de sectores marginados de la ciudad, por la participación de sus agentes en las pugnas por la garantía de los derechos culturales de amplias franjas poblacionales, por la profundización de procesos democráticos, por impulsar la ampliación de las políticas culturales, entre otras particularidades. Esta indagación, que emerge de los estudios urbanos situados en América Latina, aborda las condiciones de emergencia y los alcances de intervenciones artísticas que, articuladas a acciones colectivas, han supuesto la transformación de microespacios de Bogotá entre 2000 y 2015, propiciando así el surgimiento de nuevas espacialidades en la ciudad. Para intentar responder a esta cuestión, este trabajo identifica los procesos sociales y los actores involucrados en la transformación de esos microespacios urbanos a partir de casos estudio. También discute y examina esas transformaciones, con el fin de entender su espacialidad y el tipo de recursos que movilizaron con ellas los actores sociales implicados. En conjunto, las cuestiones abordadas en esta publicación señalan y problematizan la presencia de numerosos idearios y representaciones sociales de lo artístico que han impulsado acciones colectivas en las escalas barrial y local de Bogotá. Estas acciones a su vez han sedimentado significados y prácticas de lo político y lo socio-espacial que pugnan permanentemente al articularse a ciertas prácticas artísticas contemporáneas, sus agentes e instituciones. Por ello, esta investigación se sirve de un marco conceptual amplio que incluye conceptos, nociones y reflexiones provenientes de distintos campos del conocimiento, como el de los estudios urbanos, las teorías del arte contemporáneo, los estudios culturales, la geografía cultural y urbana, las políticas culturales, entre otros.

Is the outcome of interdisciplinary and interinstitutional collaborative research carried out by the Alliance of Universities for Regional Urban Development with Equity, constituted by the Universidad Autónoma de Occidente, Universidad ICESI, Pontificia Universidad Javeriana-Cali, Universidad de San Buenaventura-Cali, and Universidad del Valle. The Ford Foundation endorsed this alliance between the universities of the region to provide scientific and technical support to social inclusion projects aimed at generating equity. The financial resources provided by the Ford Foundation and the time allocated by the professors and researchers of the Universidad Autónoma, Universidad ICESI, Universidad de San Buenaventura-Cali and Universidad del Valle made this research and its publication in a book possible. This book discusses different theoretical guidelines used in the definition of a region, considered useful as analytical references for the empirical proposal in this book about the 28 municipalities in northern Cauca and southern Valle. Its six chapters describe the patterns of territory occupation, the socio-demographic characterization of the municipalities of the extended city-region, the region's economic structure components, the labor market imbalances, the analysis of the political-electoral heterogeneity of the urban agglomeration of Cali, and some conclusions and policy recommendations. Hence, based on a conceptual and methodological model, the empirical analysis furthered in this book indicates that Cali, as the main urban center, should include in its development plans and territorial planning more effective measures to know, assess, and plan—together with the neighboring municipalities, not only those of the department of Valle itself but those of the urban-rural periphery or hinterland of the southwest, which includes the municipalities of southern Valle and northern Cauca—, albeit through less asymmetrical relations and more shared associations to face a set of common problems that affect the entire region whose epicenter is Cali.

The political history of the twentieth century can be viewed as the history of democracy’s struggle against its external enemies: fascism and communism. This struggle ended with the fall of the Berlin Wall and the collapse of the Soviet regime. Some people think that democracy now faces new enemies: Islamic fundamentalism, religious extremism and international terrorism and that this is the struggle that will define our times. Todorov disagrees: the biggest threat to democracy today is democracy itself. Its enemies are within: what the ancient Greeks called 'hubris'. Todorov argues that certain democratic values have been distorted and pushed to an extreme that serves the interests of dominant states and powerful individuals. In the name of ‘democracy’ and ‘human rights’, the United States and some European countries have embarked on a crusade to enlighten some foreign populations through the use of force. Yet this mission to ‘help’ others has led to Abu Ghraib and Guantanamo, to large-scale destruction and loss of life and to a moral crisis of growing proportions. The defence of freedom, if unlimited, can lead to the tyranny of individuals. Drawing on recent history as well as his own experience of growing up in a totalitarian regime, Todorov returns to examples borrowed from the Western canon: from a dispute between Augustine and Pelagius to the fierce debates among Enlightenment thinkers to explore the origin of these perversions of democracy. He argues compellingly that the real democratic ideal is to be found in the delicate, ever-changing balance between competing principles, popular sovereignty, freedom and progress. When one of these elements breaks free and turns into an over-riding principle, it becomes dangerous: populism, ultra-liberalism and messianism, the inner enemies of democracy.

The analytical approaches to studying the region are diverse and evolve as research products appear, as a result of modern systems for collecting, processing and integrating information from the various disciplines. Studies based on political and administrative boundaries, very common in the nineteenth century, move towards the positivist approaches of the twentieth century based on the distribution and organization of demographic and economic factors. Afterwards, the population and its social conditions in terms of infrastructure, economic level and social status are the main object of studies on the regions. The conceptualization of these approaches to study the region enters into crisis with the most recent trends of globalization on industrial and urban geographies (Veltz, 1996; 2008), more visible since the eighties in the last century. The city expands until it overflows into areas without political administrative jurisdiction, giving rise to an urban-rural territorial continuum due to population flows seeking residence, employment, or flows of goods and services. In addition, new territorial identities are built because of ethnic-racial and cultural diversity, and companies are offered new territories to relocate in the midst of this territorial continuum. The rural space is transformed into a new structure and dynamic of economic, social and urban occupation, without necessarily disappearing territories of peasant character in the margins of the region, though they are more articulated to the urban dynamics of the region.
