"El Estado y la ciencia política, sin duda, jamás han dejado de estar en crisis; mejor, jamás han dejado de transformarse, y toda transformación implica siempre su crisis; es decir, cierta descomposición y reconstitución de elementos. No cabe distinguir en las instituciones vivas mientras lo están, ni en las ideas mientras se produzcan y evolucionen con su fuerza condensadora y expansiva; no cabe, digo, distinguir períodos de quietud, de equilibrio absoluto, de estabilidad razonable, resultado de una conformidad doctrinal o de una adaptación perfecta conseguida, como opuestos a períodos críticos, exclusivamente críticos. La satisfacción plena de la necesidad es una pura abstracción; la vida, lo mismo la vida del pensamiento que la vida de la acción, se desarrollan en un fluir constante, en un renovarse permanente. Pero aun siendo así, es evidente que hay crisis y crisis, y hay momentos y momentos en el proceso de las instituciones, como los hay en el de la vida de los seres, en el proceso de las ideas, y en el de las actividades; hay, en efecto, momentos de verdadera fiebre, en los cuales se manifiesta algo así como una mayor intensidad de combustión, obra de la mayor intensidad del fuego que mantiene y agita los elementos que integran el proceso vital de que se trate. Y a mi juicio, el Estado se encuentra ahora en uno de esos momentos; todo puede decirse que está en pleito en él: tanto la consideración reflexiva de su fundamento o de la razón de su existencia; — ¿por qué hay Estado? ¿Para qué? ¿Es una necesidad esencial? ¿Es un mal? ¿Es una obra digna de apoyo o una creación del abuso, que debe destruirse?—como su existencia misma, y la cimentación social, en que su organismo descansa. — El Estado es objeto de ataques continuos".
