This book explores both the history and current diplomatic and foreign policy challenges in Turkish-French relations. By critically analyzing Turkish and French government and archival documents, as well as other primary sources, it reviews the evolution of Turkish-French relations and offers a better understanding of various diplomatic issues, foreign policy decisions, and geopolitical questions. Furthermore, it sheds new light on the significance of domestic political demands for foreign policy decisions and the importance of mutual perceptions in shaping the two countries’ relations. The book is divided into three parts, the first of which studies the history of Turkish-French relations, including the Ottoman Empire’s trade relations with France, France’s relations with the modern Republic of Turkey, and relations during the Cold War and its aftermath. The second part analyzes various dimensions, including diplomatic challenges, the two countries’ foreign policy concepts, geopolitical aspects, economic and trade relations, and their cultural relationship. In turn, the third part presents case studies on more specific issues related to Franco-Turkish relations, including Turkey’s EU accession process, the Armenian and Kurdish issues, and French and Turkish perspectives on the MENA region.

La présence française en Turquie apparaît aujourd’hui comme un lointain souvenir, un fragment parmi d’autres de cet espace francophone transnational qui, de l’Europe centrale à la Méditerranée orientale, a connu son apogée au tournant du XXe siècle. De cet archipel culturel, le rivage turc aura pourtant été le maillon fort. Nulle part la poésie, la philosophie et les ouvrages de médecine, mais aussi les manières de table, les recettes de cuisine, les articles de mode, les magazines de charme et les troupes de théâtre venues de France n’auront été aussi bien accueillis, écoutés, consommés, adaptés et réinterprétés que sur les bords du Bosphore. Pour être franco-turque, cette configuration culturelle n’a rien de symétrique. Émergeant dans le contexte de la guerre de Crimée, elle est indissociable des enjeux diplomatiques, économiques et militaires qui inspirent l’action des décideurs français en Orient. Plutôt que d’un « empire culturel » français en Turquie, cet ouvrage offre le récit d’une extraversion sous dépendance. La culture française a été un filtre ou un levier grâce auquel les bourgeoisies ottomanes, puis turques, se sont approprié un corpus de références européennes, dans un contexte de globalisation de la culture occidentale. En outre, les dispositions impériales des exportateurs culturels n’ont jamais cessé de croiser, sur le terrain, les stratégies de distinction des importateurs culturels. L’échange franco-turc, enfin, n’est pas un fait bilatéral. Il se noue à Paris et à Istanbul, mais aussi à Salonique, Jérusalem, Beyrouth, Odessa et Alexandrie. Outre des Turcs et des Français, il mobilise des Arméniens, des Grecs, des Juifs et des Kurdes de l’Empire ottoman, ainsi que toutes sortes d’Européens, sans compter ceux qui ne se rangent ni d’un côté ni de l’autre. Cela étant dit, l’échange culturel franco-turc est profondément transformé par les bouleversements démographiques qui affectent la Méditerranée orientale pendant la Première Guerre mondiale. L’apparition de la « Turquie nouvelle » favorise l’assujettissement de l’échange culturel franco-turc aux acteurs étatiques. La parenthèse se referme quand la Turquie, intégrant l’alliance atlantique au lendemain de la Seconde Guerre mondiale, importe les références drainées dans le sillage d’un nouveau partage de l’ordre international.

An examination of why Jews promote a positive image of Ottomans and Turks while denying the Armenian genocide and the existence of antisemitism in Turkey. Based on historical narrative, the Jews expelled from Spain in 1492 were embraced by the Ottoman Empire and then, later, protected from the Nazis during WWII. If we believe that Turks and Jews have lived in harmony for so long, then how can we believe that the Turks could have committed genocide against the Armenians? Marc David Baer confronts these convictions and circumstances to reflect on what moral responsibility the descendants of the victims of one genocide have to the descendants of victims of another. Baer delves into the history of Muslim-Jewish relations in the Ottoman Empire and Turkey to find the origin of these myths. He aims to foster reconciliation between Jews, Muslims, and Christians, not only to face inconvenient historical facts but to confront, accept, and deal with them.
