This book explores both the history and current diplomatic and foreign policy challenges in Turkish-French relations. By critically analyzing Turkish and French government and archival documents, as well as other primary sources, it reviews the evolution of Turkish-French relations and offers a better understanding of various diplomatic issues, foreign policy decisions, and geopolitical questions. Furthermore, it sheds new light on the significance of domestic political demands for foreign policy decisions and the importance of mutual perceptions in shaping the two countries’ relations. The book is divided into three parts, the first of which studies the history of Turkish-French relations, including the Ottoman Empire’s trade relations with France, France’s relations with the modern Republic of Turkey, and relations during the Cold War and its aftermath. The second part analyzes various dimensions, including diplomatic challenges, the two countries’ foreign policy concepts, geopolitical aspects, economic and trade relations, and their cultural relationship. In turn, the third part presents case studies on more specific issues related to Franco-Turkish relations, including Turkey’s EU accession process, the Armenian and Kurdish issues, and French and Turkish perspectives on the MENA region.

In 1939, faced with the German invasion of Czechoslovakia and a growing Italian threat in the Balkans, Turkey and Britain (and later France) signed an alliance in which Turkey linked itself politically and militarily with Britain and France in exchange for financial assistance for its rearmament program. Despite the agreement, however, when the war came to the Mediterranean, Turkey did not become involved. Presenting a new interpretation of why the alliance failed, Brock Millman explores Anglo-Turkish relations leading up to the alliance of 1939, taking into account the broader economic, military, and strategic issues. While previous accounts suggest that Turkey entered into the alliance reluctantly, Millman contends that it not only wanted an alliance but sought as close a relationship as Britain would concede in the prewar years. He attributes the failure of the alliance mainly to Britain's lack of support, namely its inability to fit Turkey into its strategy in the Mediterranean, its failure to produce a coherent operational plan that could encompass Turkish military co-operation, and its unwillingness to provide Turkey with timely and much-needed financial, material, and industrial assistance. Divided into three parts, The Ill-Made Alliance examines the roots and course of the Anglo-Turkish rapprochement in the years 1934-38; the economic, military, and politic factors in 1938-39 that inhibited development of the emerging alliance to the point where it might have been fully functional; and the collapse of the alliance in 1939-40.

This book provides the first in-depth examination of the institutionalisation of Turkey's diaspora engagement policy since the Justice and Development Party's rise to power in 2002, the Turkish diaspora's new role as an agent of diplomatic goals, and how Turkey's growing sphere of influence affects intra-diaspora politics and diplomatic relations with Europe. The book is based on fieldwork in Turkey, France and Germany, and interviews conducted with diaspora organisation leaders and policymakers. Diasporas have become transformative for relations at the state-to-state level and blur the division between the domestic and the foreign. A case study of Turkey's diasporas is significant at a time when emigrants from Turkey form the largest Muslim community in Europe and when issues of diplomacy, migration and citizenship have become more salient than ever.
