En esta obra se analizan cuestiones clave de soberanía y, principalmente, de cooperación transfronteriza en la comarca del Campo de Gibraltar, con la regulación hoy aplicable. Entre estas claves, destacan las nuevas perspectivas que se abren en el nuevo Tratado con la incorporación del territorio gibraltareño al área Schengen bajo la tutela de España, y el futuro desmantelamiento de la Verja; además de la aceptación de Gibraltar como espacio fronterizo con el Campo de Gibraltar, en búsqueda de una común zona de "prosperidad compartida".
