Les peuples de pasteurs vivant dans les pays du Sahel ouest-africain ont-ils un avenir ? Les sécheresses qui frappent ces pays depuis le début des années 1970, la croissance démographique et le manque de terres semblent en effet marquer la fin d'un mode de vie fondé sur le nomadisme. Dans les régions agropastorales, où la pluviométrie est suffisante pour cultiver et élever du bétail, les conflits entre agriculteurs et bergers se multiplient, tandis que les aires de pâture disparaissent sous la pression des défrichements agricoles. Plus au nord, pasteurs peuls, touaregs, toubou et arabes s'affrontent pour le contrôle des points d'eau et des pâturages. Dans le même temps, les relations entre les pasteurs et l'État se sont considérablement détériorées. Au cours des années 1980, plusieurs fronts de rébellion armée sont apparus - notamment au Mali et au Niger, où, en dépit des accords de paix, règne encore dans bien des endroits une insécurité chronique. Nombreux sont ceux qui pensent que la solution réside dans la sédentarisation des nomades, l'intensification de leur élevage et la privatisation des pâturages. Mais peut-on être sûr que le remède ne sera pas pire que le mal ? Une chose est certaine : le cliché du pasteur nomade errant à la recherche de pâturages résiste mal à l'examen de la réalité. Par ailleurs, l'État colonisateur, puis l'État indépendant, a joué un rôle déterminant dans l'instauration progressive d'un climat d'incertitude entourant les droits des pasteurs, que les nouvelles législations foncières ont encore renforcé. Fondé sur l'analyse de deux régions où l'auteur a longuement séjourné (le département de Diffa, au Niger oriental, et la province du Yagha, dans le nord du Burkina Faso), ce livre jette un éclairage nouveau sur les sociétés pastorales du Sahel et malmène bon nombre de clichés les concernant. Il permet aussi de réfléchir sur les conditions d'insertion économique et sociale des pasteurs au moment où plusieurs pays sahéliens s'engagent sur la voie difficile menant à la démocratie et à la décentralisation, après plusieurs décennies de régimes militaires autoritaires et centralisés.
