En la 75.a Asamblea Mundial de la Salud, celebrada en mayo de 2022, la OMS estableció un marco de armonización para fortalecer la arquitectura mundial de preparación, respuesta y resiliencia frente a las emergencias sanitarias. En el marco de la arquitectura mundial propuesta, la capacidad efectiva de prevención, preparación, detección, respuesta y recuperación ante emergencias sanitarias a nivel subnacional, nacional, regional y mundial depende de la disposición operativa y las capacidades en cinco sistemas interconectados: la vigilancia colaborativa, la protección de la comunidad, la atención segura y ampliable, el acceso a contramedidas y la coordinación de emergencias. En este documento se define el concepto de vigilancia colaborativa, y se propone un modelo conceptual, las dimensiones en las que debe producirse la colaboración para permitir la vigilancia de múltiples fuentes y en múltiples sectores, los objetivos principales, y las capacidades concretas para que los países, con el apoyo de la OMS y sus asociados, puedan seguir avanzando en las capacidades de vigilancia y hacer frente a la fragmentación y la insuficiencia en materia de capacidades. El concepto de vigilancia colaborativa se ha elaborado para servir de apoyo a todas las partes interesadas que trabajan en el ámbito de la vigilancia.

For a century, economists have driven forward the cause of globalization in financial institutions, labour markets, and trade. Yet there have been consistent warning signs that a global economy and free trade might not always be advantageous. Where are the pressure points? What could be done about them? Dani Rodrik examines the back-story from its seventeenth-century origins through the milestones of the gold standard, the Bretton Woods Agreement, and the Washington Consensus, to the present day. Although economic globalization has enabled unprecedented levels of prosperity in advanced countries and has been a boon to hundreds of millions of poor workers in China and elsewhere in Asia, it is a concept that rests on shaky pillars, he contends. Its long-term sustainability is not a given. The heart of Rodrik’s argument is a fundamental 'trilemma': that we cannot simultaneously pursue democracy, national self-determination, and economic globalization. Give too much power to governments, and you have protectionism. Give markets too much freedom, and you have an unstable world economy with little social and political support from those it is supposed to help. Rodrik argues for smart globalization, not maximum globalization.

Digital technologies are spreading rapidly, but digital dividends--the broader benefits of faster growth, more jobs, and better services--are not. If more than 40 percent of adults in East Africa pay their utility bills using a mobile phone, why can’t others around the world do the same? If 8 million entrepreneurs in China--one third of them women--can use an e-commerce platform to export goods to 120 countries, why can’t entrepreneurs elsewhere achieve the same global reach? And if India can provide unique digital identification to 1 billion people in five years, and thereby reduce corruption by billions of dollars, why can’t other countries replicate its success? Indeed, what’s holding back countries from realizing the profound and transformational effects that digital technologies are supposed to deliver? Two main reasons. First, nearly 60 percent of the world’s population are still offline and can’t participate in the digital economy in any meaningful way. Second, and more important, the benefits of digital technologies can be offset by growing risks. Startups can disrupt incumbents, but not when vested interests and regulatory uncertainty obstruct competition and the entry of new firms. Employment opportunities may be greater, but not when the labor market is polarized. The internet can be a platform for universal empowerment, but not when it becomes a tool for state control and elite capture. The World Development Report 2016 shows that while the digital revolution has forged ahead, its 'analog complements'--the regulations that promote entry and competition, the skills that enable workers to access and then leverage the new economy, and the institutions that are accountable to citizens--have not kept pace. And when these analog complements to digital investments are absent, the development impact can be disappointing. What, then, should countries do? They should formulate digital development strategies that are much broader than current information and communication technology (ICT) strategies. They should create a policy and institutional environment for technology that fosters the greatest benefits. In short, they need to build a strong analog foundation to deliver digital dividends to everyone, everywhere.
