Why has labor played a more limited role in national politics in the United States than it has in other advanced industrial societies? Victoria Hattam demonstrates that voluntarism, as American labor's policy was known, was the American Federation of Labor's strategic response to the structure of the American state, particularly to the influence of American courts. Once a fundamental civic right, strikes are now constrained and contested. In an unusual and thought-provoking history, Josiah Bartlett Lambert shows how the ability to strike was transformed from a fundamental right that made the citizenship of working people possible into a conditional and commercialized function. Arguing that the executive branch, rather than the judicial branch, was initially responsible for the shift in attitudes about the necessity for strikes and that the rise of liberalism has contributed to the erosion of strikers' rights, Lambert analyzes this transformation in relation to American political thought. His narrative begins before the Civil War and takes the reader through the permanent striker replacement issue and the alienation of workplace-based collective action from community-based collective action during the 1960s. "If the Workers Took a Notion" maps the connections among American political development, labor politics, and citizenship to support the claim that the right to strike ought to be a citizenship right and once was regarded as such. Lambert argues throughout that the right to strike must be protected. He challenges the current "law turn" in labor scholarship and takes into account the role of party alliances, administrative agencies, the military, and the rise of modern presidential powers.

Since World War I, says Joseph McCartin, the central problem of American labor relations has been the struggle among workers, managers, and state officials to reconcile democracy and authority in the workplace. In his comprehensive look at labor issues during the decade of the Great War, McCartin explores the political, economic, and social forces that gave rise to this conflict and shows how rising labor militancy and the sudden erosion of managerial control in wartime workplaces combined to create an industrial crisis. The search for a resolution to this crisis led to the formation of an influential coalition of labor Democrats, AFL unionists, and Progressive activists on the eve of U.S. entry into the war. Though the coalition's efforts in pursuit of industrial democracy were eventually frustrated by powerful forces in business and government and by internal rifts within the movement itself, McCartin shows how the shared quest helped cement the ties between unionists and the Democratic Party that would subsequently shape much New Deal legislation and would continue to influence the course of American political and labor history to the present day.

With the introduction of new production methods and technological innovation, tradesmen and workers encountered new challenges. This study examines the development of trade unions as a manifestation of working class experience in late Gilded Age America. It underscores both the distinctive and the common features of trade unionism across four occupations: building tradesmen, cigar makers, garment workers, and printers. While reactions differed, the unions representing these workers displayed a convergence in their strategic orientation, programmatic emphasis and organizational modus operandi. As such, they were not disparate organizations, concerned only with sectional interests, but participants in an organizational-network in which cooperation and solidarity became benchmarks for the labor movement. Printers coped with the mechanization of typesetting by promoting greater cooperation among the different craft unions within the industry, with the aim of establishing effective job control. Building tradesmen exerted a pragmatic militancy, which combined strikes with overtures to the employers' business sense, to uphold the standards of craft labor. Cigar makers, especially handicraftsmen who found their position threatened by machinery and the growth of factory production, debated the merits of a craft-based union against the possible advantages of an industrial-oriented organization. Garment workers, caught in the snare of a sweating system of labor in which wages and work loads were inversely related, organized unions to mount strikes during the busy season in the hope of securing higher wages, only to see them whither in the midst of slack periods.

America searched for an answer to "The Labor Question" during the Progressive Era in an effort to avoid the unrest and violence that flared so often in the late nineteenth and early twentieth century. In the ladies' garment industry, a unique experiment in industrial democracy brought together labor, management, and the public. As Richard Greenwald explains, it was an attempt to "square free market capitalism with ideals of democracy to provide a fair and just workplace." Led by Louis Brandeis, this group negotiated the "Protocols of Peace." But in the midst of this experiment, 146 mostly young, immigrant women died in the Triangle Factory Fire of 1911. As a result of the fire, a second, interrelated experiment, New York's Factory Investigating Commission (FIC)—led by Robert Wagner and Al Smith—created one of the largest reform successes of the period. The Triangle Fire, the Protocols of Peace, and Industrial Democracy in Progressive Era New York uses these linked episodes to show the increasing interdependence of labor, industry, and the state.
