Since the commencement of the Pacific Agreement on Closer Economic Relations Plus negotiations in 2009, the Pacific Forum Island Countries have maintained that their main gain from this Free Trade Agreement is in labour mobility. Free Trade Agreements, such as the Pacific Agreement on Closer Economic Relations Plus, are considered crucial for enhancing labour mobility gains for Pacific Forum Island Countries, particularly given the constraints associated with multilateral trade agreements and unilateral initiatives. In June 2017, the Pacific Agreement on Closer Economic Relations Plus was signed and included a side-arrangement on labour mobility. This article discusses the role of the Agreement in enhancing the development impact of labour mobility in Pacific sending countries and examines the text of the Movement of Natural Persons Chapter and the Arrangement on Labour Mobility to determine the potential gains for Pacific Forum Island Countries.

This is the first book to examine the contemporary seasonal migration of Pacific islanders to Australia through the Seasonal Worker Programme (SWP). It reflects on this new age of guestwork from a broad social, economic, political and cultural perspective in both source countries and destinations. In so doing, it offers a critical perspective on different phases of managed labour migration from nineteenth century practices of ‘blackbirding’ to the present day. This book examines why and how guestworker policies and programmes have developed, and the impact this has had in Australia and for the people, villages and islands of the sending states. It particularly focuses on Vanuatu, the main source of labour, and draws upon studies based in Australia, Vanuatu and other Pacific Island countries. Promoting the rights of labour migrants and strengthening the sustainable development impacts of labour mobility schemes is a key component of decent work. The ILO Office for Pacific Island Countries has published a technical report reviewing Australia's Seasonal Worker Programme and New Zealand's Recognised Seasonal Employer scheme through the lens of international human rights and labour standards. Within this scope, the report also includes recommendations on promoting the participation of women and marginalized groups. The objective of the technical report is to provide an overview of how seasonal worker schemes in Australia and New Zealand align with international labour standards - both binding and non-binding - and to provide constructive recommendations for areas where the schemes could be more consistent with these standards. The report was undertaken as part of the Pacific Climate Change Migration and Human Security (PCCMHS) Programme. The PCCMHS programme is implemented by ILO, the International Organization for Migration (IOM), the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), and the Office for the High Commissioner for Human Rights (OHCHR) along with the Pacific Islands Forum Secretariat (PIFS) and the Platform on Disaster Displacement (PDD). The PCCMHS programme receives funding through the United Nations Trust Fund for Human Security and components of the programme are supported by the New Zealand International Development Cooperation Programme.

In the Pacific island countries, which are small and far from world markets, labor mobility represents the most significant and substantial opportunity for overcoming geographic constraints on employment. This report presents a brief overview of employment challenges in small Pacific island countries and recommendations for addressing them. The report contributes to an ongoing World Bank analytical program examining the linkages between employment and well-being around the world, begun with the World Development Report 2013: jobs. Discussion in this report relates to Pacific island states, with populations of significantly less than one million, including Solomon Islands, Vanuatu, Samoa, Tonga, Tuvalu, Kiribati, Republic of Marshall Islands, Federated States of Micronesia, and Palau. Economic growth and diversification has been very limited in these countries because of the barriers imposed by smallness and distance, and these barriers will not be quickly overcome. This report provides five priorities that are likely to be broadly applicable to the unique group of countries. First, stakeholders' expectations about the trajectory of development will need to be realistic. Second, the volume of international labor mobility should be increased through the erosion of regulatory barriers and investment in transferable human capital. Third, governments can work to harness the positive potential of urbanization through investment in improved rural services, connective infrastructure, and improved urban administration. Fourth, productive public spending can be used as a mechanism for creating new employment opportunities. Finally, policies can ensure that natural resource industries provide a sustainable source of employment creation.

Driven by demographic changes, and reinforced by intensifying globalization, international labour mobility has been on the rise in recent decades in the Asia-Pacific region. It seems that, after trade and investment, labour mobility constitutes the final frontier for regional integration among the Asia-Pacific economies. There is no doubt that labour movements are integral to regional economic integration and critical to the long-term health of the regional economies and business operations. In reality, however, such movements are much burdened with political and social problems in the labour origin economies as well as the labour destination economies, and yet many of these problems remain not just unaddressed by the relevant governments but not even well studied. The present volume seeks to fill this gap by offering synthesis papers stemming from the studies on international labour migration in twenty Asia-Pacific economies which were discussed at a joint PECC-ABAC conference held in Seoul, Korea, on 25-26 March 2008, organized by KOPEC.
