Driven by demographic changes, and reinforced by intensifying globalization, international labour mobility has been on the rise in recent decades in the Asia-Pacific region. It seems that, after trade and investment, labour mobility constitutes the final frontier for regional integration among the Asia-Pacific economies. There is no doubt that labour movements are integral to regional economic integration and critical to the long-term health of the regional economies and business operations. In reality, however, such movements are much burdened with political and social problems in the labour origin economies as well as the labour destination economies, and yet many of these problems remain not just unaddressed by the relevant governments but not even well studied. The present volume seeks to fill this gap by offering synthesis papers stemming from the studies on international labour migration in twenty Asia-Pacific economies which were discussed at a joint PECC-ABAC conference held in Seoul, Korea, on 25-26 March 2008, organized by KOPEC. These papers examine the demographic transition, the associated pattern of international labour migration, the national policies associated with it as well as their implications for business and the issues they raise, and, finally, the implications of these analyses for cooperation among the APEC governments, for each of the four subregions in the Asia-Pacific, as well as for the whole region.

Today, increases of so-called ‘low-skilled’ and temporary labour migrations of Pacific Islanders to Australia occur alongside calls for Indigenous people to ‘orbit’ from remote communities in search of employment opportunities. These trends reflect the persistent neoliberalism within contemporary Australia, as well as the effects of structural dynamics within the global agriculture and resource extractive industries. They also unfold within the context of long and troubled histories of Australian colonialism, and of complexes of race, labour and mobility that reverberate through that history and into the present. The contemporary labour of Pacific Islanders in the horticultural industry has sinister historical echoes in the ‘blackbirding’ of South Sea Islanders to work on sugar plantations in New South Wales and Queensland in the late nineteenth and early twentieth centuries, as well as in wider patterns of labour, trade and colonisation across the Pacific region. The antecedents of contemporary Indigenous labour mobility, meanwhile, include forms of unwaged and highly exploitative labouring on government settlements, missions, pastoral stations and in the pearling industry. For both Pacific Islanders and Indigenous people, though, labour mobilities past and present also include agentive and purposeful migrations, reflective of rich cultures and histories of mobility, as well as of forces that compel both movement and immobility. Drawing together historians, anthropologists, sociologists and geographers, this book critically explores experiences of labour mobility by Indigenous peoples and Pacific Islanders, including Māori, within Australia. Locating these new expressions of labour mobility within historical patterns of movement, contributors interrogate the contours and continuities of Australian coloniality in its diverse and interconnected expressions.

This paper, published as part of the ESCAP series Studies in Trade and Investment, explores the linkages between trade, labour mobility and development in the Asia-Pacific region. The paper moves from an analysis of recent trends in regional labour mobility through an examination of the connections between trade, migration and development. Finally it considers how migration could be better governed at the multilateral, regional and bilateral levels. A central theme of the paper is that, when properly governed, labour mobility can deliver large and sustained development gains. Improving cross-border labour market access, particularly for people from developing countries, therefore needs higher prioritization by regional policymakers. At the same time, the concerns of receiving country populations around higher levels of immigration also need to be addressed. Striking this balance will require, in particular, the expansion and further adoption of co-operative agreements between sending and receiving countries which provide labour market access in return for more cooperation in migration management and enforcement.

Labor mobility is particularly significant in the case of the GCC; the region is host to around 15 million expatriate workers who generate US $80 billion in annual remittances each year and support an estimated 150 million dependents in their various home countries. However, little research has been conducted to identify and measure the impacts of this phenomenon on migrants’ host countries or countries of origin. Therefore, with a view to contributing to the active engagement of GCC countries in the global dialogue on migration and development, the Emirates Center for Strategic Studies and Research (ECSSR) hosted a special conference, Labor Mobility: Enabler for Sustainable Development, in Abu Dhabi on May 14–15, 2013. The Conference was held under the patronage of H.H. Sheikh Mansour Bin Zayed Al Nahyan, UAE Deputy Prime Minister and Minister of Presidential Affairs, and was jointly organized by the Ministry of Foreign Affairs, the Ministry of Labor, the ECSSR and the National Qualification Authority. It was convened in association with the GCC Council of Ministers of Labor, the Government of Sweden – current Chair of the Global Forum on Migration and Development (GFMD) – the International Organization for Migration and the World Bank. The papers presented at the Conference, compiled in this volume, provide a variety of informed views on labor mobility as an enabler for human, economic and social development. They explore migration policy and governance in the GCC states; the potential for research collaboration between migrant-sending and -receiving countries; the impact of Indian labor migration to the GCC states; the relationship between remittances and economic cycles in home and host countries; and the implications of labor mobility for families and households.
