Important issues concerning labour and industrial relations necessarily arise as markets among the countries around the Pacific Ocean become more integrated. With economic activity levels as different as that of the United States and that of Papua New Guinea, and with labour forces ranging in size from that of China to that of the Sultanate of Brunei'not to mention a vast spectrum of diverse cultural standards and customs'this important regional grouping demands the attention of labour law specialists if trade integration is to proceed amicably and to the benefit of all. In this valuable book sixteen academics and other professionals in the field present informed and insightful essays on aspects of labour and industrial relations law in ten countries (Australia, Canada, Chile, China, Japan, Korea, Mexico, New Zealand, Peru, and the United States) as well as under the ASEAN regime. Among the imperative issues these authors elucidate are the following: collaboration within the firm to raise productivity; the need for competitiveness among firms; the importance of human relations and social responsibility; the development of social security policy; and reducing the risk and absorbing the benefits of integration under conditions of rapid social and industrial change. These papers were originally presented in 2001 in a report by the Peruvian labour journal Análisis Laboral, in response to a request by the Regional Office of the International Labour Organisation for a study of employment conditions, labour relations, and social security in the APEC countries as seen from a Latin American perspective. It was immediately apparent that many of the papers in this report were of great value to the international labour law community, and accordingly those papers are collected and reprinted here.

Recent developments in the world economy, including deindustrialisation and the digital revolution, have led to an increasingly individualistic relationship between workers and employers, which in turn has weakened labour movements and worker representation. However, this process is not universal, including in some countries of Asia, where trade unions are closely aligned with the interests of the dominant political party and the state. This book considers the many challenges facing trade unions and worker representation in a wide range of Asian countries. For each country, full background is given on how trade unions and other forms of worker representation have arisen. Key questions then considered include the challenges facing trade unions and worker representation in each country, the extent to which these are a result of global or local developments and the actions being taken by trade unions and worker representative bodies to cope with the challenges. This book is dedicated to the memory of Professor Keith Thurley, London School of Economics.

There has been enormous economic development in the Asia-Pacific region since 1945. Employment relations policies have changed rapidly in both the older industrialised market economies and in the newly industrialising economies. It is particularly interesting to compare the various recovery strategies of different countries following the economic turmoil of the late 1990s. The Japanese appeared to continue their pattern of life-time employment. In Australia and New Zealand there have been attempts to discontinue the award-wage system to foster international competitiveness. In South Korea, companies have demanded more flexibility to make it easier to dismiss workers. There has also been much change in other countries, for example, moves towards deregulation in China, Indonesia and Taiwan. This book considers human resource initiatives in the workplace and industrial relations reform from the perspectives of employers, managers, unions and academics, in particular in Australia, China, Indonesia, Japan, South Korea, New Zealand and Taiwan, and in the Asia-Pacific region generally.Employment Relations in the Asia-Pacific is essential reading for practitioners and students of industrial relations and human resource management at graduate and undergraduate levels, and for specialists in international business and economics, trade unions, employer associations and government.

'There is considerable rigour behind the work and the contexts are well positioned. The books have excellent HR data for not only businesses, but employees considering a transfer to an international location. In addition to the primary authors cadres of industry advisors were assembled of considerable status and representing mainstream organisations and unions. The countries covered total twenty one and, in addition, there is a summary chapter in volume two on issues, trends and implications. Obviously there are other reference points available on single countries and indeed dual country comparisons, but this work is timely, highly relevant and extremely valuable. It is recommended most highly.' – Geoffrey N. De Lacy, Australian Human Resource Institute Journal 'A very welcome and valuable addition to the literature, this two-volume handbook covers current HRM policies and practices in all 21 APEC (Asia-Pacific Economic Cooperation) member economies. For the first time, we have single-source access to a codified set of macro-level HRM profiles for APEC membership economies . . . this project helps fill the need for systematic and accurate HRM data in a very large geographic area, including four continents divided by the Pacific Ocean . . . this is an impressive compilation and will benefit government and business organizations when formulating strategy for employment relations. It will also assist those in the academic sector with the research and teaching of cross-cultural management issues. It should be a welcome addition to most academic and special libraries with interests in the Asia and the Pacific.' – David A. Flynn, Business Information Alert It is becoming increasingly recognised that the way in which human resources are managed is a key source of sustainable competitive advantage for business. Nowhere, Michael Zanko argues, is this seen to be more relevant than in the Asia-Pacific region. The aim of the Handbook and its systematically codified economy human resource management (HRM) profiles is to improve knowledge and understanding of HRM policy and practices in the Asia-Pacific region. It serves as a practical guide to predominantly macro-level HRM policies and practices in ten APEC economies, covering Australia, Chinese Taipei (Taiwan), Hong Kong, Indonesia, Japan, Korea, Malaysia, People's Republic of China, Thailand and the United States of America. The Handbook of Human Resource Management Policies and Practices in Asia-Pacific Economies Volume I will be essential reading for lecturers, researchers, academics and managers concerned with human resource management, international business, management, and cross-cultural studies. The Handbook will also be of great interest to those involved in industrial and employment relations.

Looking at the change in work brought about by globalization, this text examines how global competitive pressures in Asia are transforming workplace relations and impacting on strategies of managers as well as the responses and behaviours of trade unions and employees. The volume brings together research from Australia and New Zealand, as well as from China, Japan, Malaysia and Singapore, to illuminate our understanding of what is actually happening to organizations, workforces, employee groupings and individual employees as a result of globalization and the intensification of global competition in Pacific Asia.
