Variété, mélange de produits traditionnels et de produits très modernes, empreints de croyances et de savoir-faire, les produits laitiers ont l'avantage de montrer toutes les facettes des modes d'alimentation méditerranéens, leur richesse, leur particularité et leur extrême diversité. C'est pourquoi nous nous sommes spécifiquement intéressés à cette filière qui fait l'objet des plus forts investissements privés dans l'industrie agro-alimentaire des pays méditerranéens. L'Union Européenne par son soutien au Programme d'action régionale, au travers du CIHEAM (Centre international des hautes études agronomiques méditerranéens) et de l'IRESA (Institut de la recherche et de l'enseignement supérieur agricole de Tunis), a permis de conduire un ensemble de recherches originales dans un certain nombre de pays : Albanie, Égypte, Liban, Maroc, Tunisie, Turquie. Sur cette base, le présent ouvrage, oeuvre commune de notre réseau de chercheurs dans ces pays, fait le point sur les comportements et les capacités d'adaptation des différents acteurs de l'amont à l'aval, du producteur au consommateur.

Dairy products have always constituted an essential component in the Mediterranean diet. In addition to their nutritional values, they represent also a part of the cultural heritage of the people. Prospects for a sustainable dairy sector in the Mediterranean, preconditions for its development and the future consumers' demand were some of the issues covered by the papers presented at the EAAP - CIHEAM - FAO Mediterranean symposium. It was organised by the Tunisian Office for Livestock and Pastures and the National Agronomic Research Institute and sustained by the Government of Tunisia, FAO, ICAR and CIRVAL. Over 280 participants from 25 countries participated. The symposium identified a variety of technically viable and scientifically sound policy options and defined the main fields requiring further scientific research and the development of new sustainable technologies. The available technologies to address intensive, semi intensive and extensive production systems and the existing institutional framework (research, education, extension systems, organisation of the sector), although requiring continuous adjustments and improvements, have proved to be in a position to meet a variety of demands and challenges. In this respect, the Symposium called for an increase in research for the semi-intensive farming systems in the South and emerging issues resulting from changes in agricultural policies in the North. It emphasised the importance of producers1 associations as representatives of the interests of the sector and partners in the overall dialogue on policy matters and in the identification of research needs. The Symposium confirmed the wish and capacity of the dairy sector in the Region to contribute to the sustainable rural development, to the creation of new employment opportunities and to the reasonable and harmonious management of the natural resources.

Beaucoup d'espoirs sont nés du " processus de Barcelone ", engagé en novembre 1995 pour favoriser la transition économique des pays tiers méditerranéens et renforcer l'intégration régionale. Néanmoins, ce processus rencontre de nos jours de sérieuses difficultés, freiné qu'il est par les profondes contradictions séparant encore les partenaires méditerranéens. En lançant, avec le concours de l'Union Européenne, le Programme d'action régionale (PAR), le CIHEAM (Centre international de hautes études agronomiques méditerranéennes) entendait accompagner ce processus de construction régionale et contribuer par une série d'interventions - conduites dans le domaine de la formation et de la recherche - à renforcer la capacité des acteurs dans la prise de décision en matière de politiques agricoles et alimentaires dans le contexte de la mondialisation. Dans ce contexte, l'IRESA (Institut de la recherche et de l'enseignement supérieur agricoles) de Tunis, l'IAM (Institut agronomique méditerranéen) de Montpellier et un nombre important d'institutions méditerranéennes d'enseignement et de recherche ont pris la responsabilité du volet " Politiques agricoles et alimentaires " de ce programme. L'ouvrage collectif de synthèse, présenté ici, réunit les résultats de recherche les plus originaux. Mais surtout, il revient sur quelques idées reçues et tente de faire avancer la réflexion sur quelques points plus stratégiques. Les conclusions auxquelles il conduit démontrent que, dans cette région du monde, lorsque les hommes décident de travailler ensemble, c'est une image toute différente de la Méditerranée qu'ils parviennent à construire : l'image d'une région de partage et de solidarité, la seule capable de faire naître pour les générations futures cet espace de prospérité et de paix partagée, tant souhaité et pourtant si difficile à atteindre. Le CIHEAM est un organisme international de recherche et de formation à vocation méditerranéenne qui constitue désormais un cadre d'analyse et de suivi des politiques agricoles et agroalimentaires particulièrement nécessaire dans la phase actuelle de profondes adaptations structurelles et institutionnelles que connaissent les économies agricoles des pays méditerranéens.

This book and its case studies focuses on typical local products and breeds, descriptions of the production systems and conservation techniques of endangered breeds/products in the Mediterranean area. Traditional and extensive systems, involving local breeds, which meet the needs of the population requiring safe foods at a reasonable costs, are validated for their specific meaning to the region. It is acknowledged that natural constraints of the Mediterranean area of climate and geography, make it unfavourable to mass production at low cost. Profit related aspects are discussed considering the different economic realities of the northern part of the basin compared to the southern part. Au milieu des années 1990, la mondialisation était perçue comme un processus puissant de réduction des barrières douanières et des mesures de protection des économies nationales. Avec un rôle de plus en plus réduit, les Etats semblaient alors perdre la maîtrise de la régulation économique et sociale sur les territoires nationaux. Les contributions à cet ouvrage s'accordent sur l'idée d'un retour en force de l'Etat : ce dernier n'a ni la même forme, ni le même rôle ; mais son retour s'est imposé à tous les niveaux de décision : régional, national et local. En Méditerranée, comme le mettent en évidence les auteurs, les Etats ont répondu au nouveau contexte international, par le redéploiement de leur mode d'intervention et par la mise en place de nouveaux cadres d'action pour les différents acteurs de la société rurale, favorisant, ici et là, l'émergence d'une société civile en milieu rural. Ce livre est le résultat d'une recherche en réseau initiée par le Programme MOST de l'UNESCO et a fait l'objet d'une collaboration scientifique entre l'Institut national de la recherche agronomique de Tunisie (INRAT) et l'Institut de Recherche sur le Maghreb contemporain (IRMC).
