The 1993 regulation (Part 503 Rule) governing the land application of biosolids was established to protect public health and the environment from reasonably anticipated adverse effects. Included in the regulation are chemical pollutant limits, operational standards designed to reduce pathogens and the attraction of disease vectors, and management practices. This report from the Board on Environmental Studies and Toxicology evaluates the technical methods and approaches used by EPA to establish those standards and practices, focusing specifically on human health protection. The report examines improvements in risk-assessment practices and advances in the scientific database since promulgation of the regulation, and makes recommendations for addressing public health concerns, uncertainties, and data gaps about the technical basis of the biosolids standards.

Land application of sewage sludge generated by domestic sewage is performed in an environmentally safe and cost-effective manner in many communities. Land application involves taking advantage of the fertilizing and soil conditioning properties of sewage sludge by spreading the sewage sludge on the soil surface, incorporating or injecting the sewage sludge into soil, or spraying the sewage sludge. Because sewage sludge disposal practices (e.g., landfilling) are becoming less available and more costly, and because of the increasing desire to beneficially reuse waste residuals whenever possible, land application is increasingly chosen as a sewage sludge use or disposal practice. Approximately 33 percent of the 5.4 million dry metric tons of sewage sludge generated annually in the United States at publicly owned treatment works (POTWs) is land applied. Of the sewage sludge that is land applied, approximately 67 percent is land applied on agricultural lands, 3 percent on forest lands, approximately 9 percent on reclamation sites, and 9 percent on public contact sites; 12 percent is sold or given away in a bag or other container for application to the land. In addition, approximately 8.6 billion gallons of domestic sewage is generated annually. Land application of sewage sludge has been practiced in many countries for centuries so that the nutrients (e.g., nitrogen, phosphorus) and organic matter in sewage sludge can be beneficially used to grow crops or other vegetation. Over the years, land application has been increasingly managed to protect human health and the environment from various potentially harmful constituents typically found in sewage sludge, such as bacteria, viruses, and other pathogens; metals (e.g., cadmium and lead); toxic organic chemicals (e.g., PCBs); and nutrients (e.g., nitrogen as nitrate). Management of the land application of sewage has included regulatory measures; voluntary and mandatory pretreatment of wastewater and/or sludge by industry to improve quality (e.g., lower pollutant levels); and use of good management practices at land application sites (e.g., buffer zones, slope restrictions). The long-term viability and sustainability of biosolids land application is dependent on continuously earning stakeholder confidence, trust and support. This requires ongoing and effective engagement and communication with key stakeholders about the beneficial use of biosolids in their communities. The goal of the risk communications research was to develop processes, tools and materials to help biosolids managers conduct effective outreach and dialogue with key stakeholders in the communities where they operate, first on biosolids land application and its beneficial use, then on specific challenges such as communicating about potential health risks due to pathogens in biosolids. The researchers developed a state-of-the-science Strategic Risk Communications Process, tools and materials that can be adapted and used by biosolids program managers. The Process was applied and validated through two case studies, which involved in-depth research with landowners who receive biosolids and neighbors to biosolids land application sites and, in one case, community health officials. The research demonstrated that the key influence on these stakeholders' judgments on the acceptability of biosolids land application is the trust they have in the people who are producing the product, the people who are using the product and the people are overseeing and ensuring the safe appropriate use of biosolids. These stakeholders recognized the benefits and risks associated with biosolids land application and support its beneficial use. However, their support was not unconditional - they had questions about the long-term health and environmental impacts of such application. The process, tools and materials developed through this project will serve to address these and other key questions, while enabling biosolids managers to continually build stakeholder support for biosolids land application.
