"The housing sector in New Zealand is not meeting the needs of an increasing population. The National Policy Statement on Urban Development Capacity (NPSUDC) mandates that plans of high and medium growth regions and cities should provide development capacity to meet long-term housing demand and improve housing affordability. The success of the NPSUDC relies on the responsiveness of housing prices to changes in land supply. Results from a calibrated model show that a 10 per cent decrease in Auckland's housing prices requires land supply to increase by 17 per cent, equivalent to 78,000 additional dwellings. A 50 per cent decrease in prices requires a 184 per cent increase in land supply, equivalent to 385,000 additional dwellings. However, price responsiveness is decreasing as preferences to stay or settle in Auckland become stronger. That is, increasingly large changes on land supply are needed to achieve price decreases. Hence, land supply per se is insufficient to improve housing affordability"--Publisher description.

This Selected Issues paper focuses on gaps and multiplier effects of infrastructure investment in New Zealand. There has been high quality work done to quantify the infrastructure gap for New Zealand by Oxford Economics on behalf of the Global Infrastructure Hub, drawing on international experiences and local data sources, but recognizing the risk that the infrastructure gap may be even larger than that stated in this work. This paper provides further analysis about the effects on New Zealand’s economy of closing the infrastructure gap. Closing the gap has quantifiable benefits, not just because it is a short-term stimulus to aggregate demand, but because of longer-lived effects on productivity, benefiting all sectors of the economy. There are prospective gains from closing New Zealand’s infrastructure gap. New Zealand has improved its infrastructure spending in the past several years. Nonetheless, there is scope to expand it further, to reduce its (admittedly small, but probably understated) infrastructure gap to match other advanced economies, and possibly help with regional development concerns.

Well-being in New Zealand is generally high, although there is room for improvement in incomes, housing affordability, distribution, water quality and GHG emissions. Economic growth is projected to remain around 21⁄2 per cent. The main risks to the outlook are rising trade restrictions and a housing market correction. Labour market reforms have been initiated to increase wages for the low paid but will need to be implemented cautiously to minimise potential adverse effects. Substantial planned increases in bank capital requirements should reduce the expected costs of financial crises but might reduce economic activity.

"Land use regulations vary in the restrictions and enforcement that applies across time and space. That variation makes it difficult to determine when land use regulations hinder the flexibility of housing supply using a single time series method, so a range of approaches and country case studies may be most appropriate to test impacts. We use four methods to test for impacts of land use regulation in New Zealand and extend existing efforts by utilising unit record data on house sales and construction type. We find: (i) house prices outstrip construction prices in many New Zealand cities; (ii) land with a house is valued 4 and 9 times higher than land with no house attached; (iii) density and house prices are only weakly correlated; (iv) prices of apartments and townhouses are much higher than their construction costs. All four results suggest land use regulations play a material role in constraining housing supply, driving up house prices. Local geography, such as steep terrain, might matter, but relative price differentials between land with a house and land without a house suggest only a minor role for geography.
