War has traditionally been studied as a problem deriving from the relations between states. Strategic doctrines, arms control agreements, and the foundation of international organizations such as the United Nations are designed to prevent wars between states. Since 1945, however, the incidence of interstate war has actually been declining rapidly, while the incidence of internal wars has been increasing. The author argues that in order to understand this significant change in historical patterns, we should jettison many of the analytical devices derived from international relations studies and shift attention to the problems of 'weak' states, those states unable to sustain domestic legitimacy and peace. This book surveys some of the foundations of state legitimacy and demonstrates why many weak states will be the locales of war in the future. Finally, the author asks what the United Nations can do about the problems of weak and failed states.

Russia's stealth invasion of Ukraine and its assault on the US elections in 2016 forced a reluctant West to grapple with the effects of hybrid war. While most citizens in the West are new to the problems of election hacking, state-sponsored disinformation campaigns, influence operations by foreign security services, and frozen conflicts, citizens of the frontline states between Russia and the European Union have been dealing with these issues for years. The Lands in Between: Russia vs. the West and the New Politics of Russia's Hybrid War contends that these "lands in between" hold powerful lessons for Western countries. For Western politics is becoming increasingly similar to the lands in between, where hybrid warfare has polarized parties and voters into two camps: those who support a Western vision of liberal democracy and those who support a Russian vision of nationalist authoritarianism. Paradoxically, while politics increasingly boils down to a zero sum "civilizational choice" between Russia and the West, those who rise to the pinnacle of the political system in the lands in between are often non-ideological power brokers who have found a way to profit from both sides, taking rewards from both Russia and the West. Excerpt from War Rights on Land Mr. Spaight, with whom I have had the pleasure of working in the Civil Service, and in the Civil Service Volunteer Rifles, has written to me from South Africa asking me to write a preface to his book. Friendship bids me consent, though I am more than doubtful whether my preface can do his book any good. For his sake I might be tempted to say that a great European Power is planning to invade our shores, that a successful landing in great force can be made in this country at any moment, that it is more than doubtful whether with our present military organisation we can successfully resist any such invasion, and, therefore, that it is every citizen's bounden duty to make himself acquainted with the existing code of war law on land, seeing that at no distant date he will probably be subjected to it. I do not, however, believe any of these things, and therefore I cannot use this special argument in commending Mr. Spaight's work. But his book, I believe, more than justifies itself apart from the possibility of the invasion of these islands. Until civilised societies have ceased to settle differences between nations by the barbarous appeal to force, war is a possibility, and it is the duty of citizens of a worldwide Empire to know its rules in order that they may observe them, whether they have to act as attackers, attacked or neutrals. There are also certain particular reasons which make a strict observance of these rules for the future a matter of great importance. Great Britain undertook at the Hague, in 1907, to issue instructions to her troops on the subject of war law, and to pay an indemnity for any breaches of war law committed by them. In the five hundred years covered by this volume there was scarcely a year which passed without either war or some open demonstration of hostility between the many sovereign powers which governed Europe. States and peoples lived under the shadow of war, were ceaselessly prompted to consider the possibility of war, had to find ways of dealing with the consequences of war. This volume in the Origins of the Modern State in Europe series focuses on the crucial role of war in the formationof state systems. It starts from the assumption that interstate rivalries and conflicts were at the heart not only of the demarcation of territories, but also of the ever-growing need to mobilize resources for warfare. Institutionalization was consequently highly dependent on such competition. It was for military reasons, and with military aims, that the state secured control of time and space, both at sea and on land. The Origins of the Modern State in Europe series arises from an important international research programme sponsored by the European Science Foundation. The aim of the series, which comprises seven volumes, is to bring together specialists from different countries, who reinterpret from a comparative European perspective different aspects of the formation of the state over the long period from the beginning of the thirteenth to the end of the eighteenth century. One of the main achievements of the research programme has been to overcome the long-established historiographical tendency to regard states mainly from the viewpoint of their twentieth-century borders.

In this first book-length environmental history of the American Civil War, Lisa M. Brady argues that ideas about nature and the environment were central to the development and success of Union military strategy. From the start of the war, both sides had to contend with forces of nature, even as they battled one another. Northern soldiers encountered unfamiliar landscapes in the South that suggested, to them, an uncivilized society's failure to control nature. Under the leadership of Ulysses S. Grant, William Tecumseh Sherman, and Philip Sheridan, the Union army increasingly targeted southern environments as the war dragged on. Whether digging canals, shooting livestock, or dramatically attempting to divert the Mississippi River, the Union aimed to assert mastery over nature by attacking the most potent aspect of southern identity and power--agriculture. Brady focuses on the siege of Vicksburg, the 1864 Shenandoah Valley campaign, marches through Georgia and the Carolinas, and events along the Mississippi River to examine this strategy and its devastating physical and psychological impact. Before the war, many Americans believed in the idea that nature must be conquered and subdued. Brady shows how this perception changed during the war, leading to a wider acceptance of wilderness.
