'Landpower in the Long War' provides a holistic account of the projection of landpower during the wars of post-9/11. Moving beyond the existing accounts of conflicts in Iraq and Afghanistan, the text includes vital chapters on socio-cultural and institutional factors that influence the power-projection of American landpower. Although there are a number of positive accounts herein, such as the recounting of successful humanitarian missions, the underlying theme is one of the need for landpower reform better to achieve U.S. strategic objectives. After fourteen years of war in the Middle East with dubious results, a diminished national reputation, and a continuing drawdown of troops with perhaps a future force increase proposed by the Trump administration, the role of landpower in US grand strategy will continue to evolve with changing geopolitical situations. Landpower in the Long War: Projecting Force After 9/11, edited by Jason W. Warren, is the first holistic academic analysis of American strategic landpower. Divided into thematic sections, this study presents a comprehensive approach to a critical aspect of US foreign policy as the threat or ability to use force underpins diplomacy. The text begins with more traditional issues, such as strategy and civilian-military relations, and works its way to more contemporary topics, such as how socio-cultural considerations effect the landpower force. It also includes a synopsis of the suppressed Iraq report from one of the now retired leaders of that effort. The contributors—made up of an interdisciplinary team of political scientists, historians, and military practitioners—demonstrate that the conceptualization of landpower must move beyond the limited operational definition offered by Army doctrine in order to encompass social changes, trauma, the rule of law, acquisition of needed equipment, civil-military relationships, and bureaucratic decision-making, and argue that landpower should be a useful concept for warfighters and government agencies.

American Landpower is a strategic instrument of state policy and needs to be considered as such. This monograph explores and explains the nature of Landpower, both in general terms and also with particular regard to the American case. The monograph argues that: (1) Landpower is unique in the character of the quality it brings to the American joint team for national security; (2) the U.S. has a permanent need for the human quality in Landpower that this element provides inherently; (3) Landpower is always and, indeed, necessarily strategic in its meaning and implications--it is a quintessentially strategic instrument of state policy and politics; (4) strategic Landpower is unavoidably and beneficially joint in its functioning, this simply is so much the contemporary character of American strategic Landpower that we should consider jointness integral to its permanent nature; and (5) strategic Landpower has an enduring position of dominance on the joint military team because conflict, war, and warfare have demonstrated all too convincingly over the course of 2,500 years that they do not register much of great relative significance with respect to change over time. In short, the strategic Landpower maintained today safely can be assumed to be necessary for security long into the future. No matter how familiar the concept of strategic Landpower is when identified and expressed thus, it is a physical and psychological reality that has persisted to strategic effect through all of the strategic history to which we have access. The 21st century has seen the growth of a number of nontraditional threats to international stability on which, trade, and thus U.S. peace and security, depends, and for the moment at least a reduced likelihood of continental scale warfighting operations, and something of a de-emphasis on major involvement in counterinsurgency operations. These nontraditional threats are, however, very real and should command a higher priority than they have done in the past, even in a period of budgetary constraint. The military have cost-effective contributions to make in countering the manufacture and distribution of illicit drugs, and in many cases can do so without serious detriment to their main warfighting role. Successfully completing this mission, however, will require the military to rethink their integration with the nonmilitary aspects of a whole-of-government approach, and almost certainly, their institutional preference for speedy victories in short wars.

Although the events of September 11th signified the end of the short-lived post-Cold War era, they did not necessarily render obsolete U.S. inter-agency, future war analysis and planning. Rather, future war concepts require adaptation to the strategic environment. In order to link Army Transformation to security environment trends with specific focus on the "Objective Force" timeframe, this report's conceptual framework assesses the nature of the emerging security environment, the modes of future armed conflict, the Objective Force characteristic requirements to remain strategically decisive, an Objective Force conceptualization for the emerging security environment, and the enduring relevance of the U.S. Army. Two conclusions emerge from this report: first, the marked decline of large-scale state-on-state warfare and the rise of ambiguous, protracted, indecisive conflict in complex environments; second, because the collective international community will seek to harness American military hegemony, the United States should adopt a broad spectrum strategy based on partnership and shared risks for long term national interests. The future security environment will be characterized by minor conflicts due to the influence of the following interconnected trends: WMD proliferation, globalization ("Golden Straightjacket"), the glare of the information age, U.S. conventional military dominance, the positive and negative effects of rapid change on states, and the rapid diffusion of knowledge and technology. Largely marginalized by the Cold War, smaller conflicts have assumed greater attention since the fall of the Berlin Wall, and with the inevitable fall of rogue states like Iraq and North Korea, major conflicts will become extremely rare as a result of the aforementioned trends. WMD proliferation will constrain states from conventional war because of the increased risks and decreased benefits. To ensure the nuclear threshold is not crossed, states will engage in quick incursions with limited objectives. The increasing globalization of economies will restrain aggression because of the immediate, negative impact on an aggressor's economy. The glare of the Information Age means that any use of force will gain instantaneous world attention and if aggression is involved, will result in the immediate severance of the aggressor's external capital flows and markets. Few regimes can survive economic stagnation. The sheer dominance of the U.S. conventional military will serve to deter most aggressors, and despite theoretical uses of asymmetric methods, anti-access strategies, terrorism, or weapons of mass destruction, to thwart U.S. intervention, aggressors will have to pause and weigh the associated risks. The continued period of decolonization will entail the struggle for resources and power, the opposition to globalization by failing states or non-state actors will result in a backlash against change, and the traditional competition for resources among poorer nations will continue unabated. Ordinarily, the machinations of non-state actors would be of small consequence, but for the greater availability of knowledge and technology. With greater access to WMD, funding and situational awareness, and unconstrained by norms, rules, and laws, non state entities pose a serious threat to even the United States. Unlike traditional adversaries, these non-state entities seek victory by avoiding defeat. Protracted conflict, ethical, political, and legal ambiguity, and operating within population centers make them particularly virulent.
