Buku yang ada di tangan pembaca yang berjudul “Reforma Agraria, Menyelesaikan Mandat Konstitusi menjadi sesisi potret atas ge(mer)lapnya perbincangan RA di Indonesia. Perbincangan RA di Indonesia seusia dengan gagasan pendiri bangsa dalam mewujudkan tata pemerintahan yang berdasarkan Republik Indonesia (RI). Satu tata pemerintahan publik atau rakyat. Keduanya adalah dua sisi dalam satu keping mata uang. Membincang RA artinya partisipasi menata RI, begitu sebaliknya. Sayang sekali pasca tragedi kemanusiaan 1965-1966, tatanan itu berubah menjadi terpisah diantara keduanya. RA menjadi sebatas bagian program pemerintah, tidak lagi sebagai pondasi pembangunan nasional. Kendati sebagai program pemerintah, uniknya masyarakat (pun kaum akademik) “takut” membicarakan RA.
