Critiquing the positioning of children from non-dominant groups as linguistically deficient, this book aims to bridge the gap between theorizing of language in critical sociolinguistics and approaches to language in education. Carolyn McKinney uses the lens of linguistic ideologies—teachers’ and students’ beliefs about language—to shed light on the continuing problem of reproduction of linguistic inequality. Framed within global debates in sociolinguistics and applied linguistics, she examines the case of historically white schools in South Africa, a post-colonial context where political power has shifted but where the power of whiteness continues, to provide new insights into the complex relationships between language and power, and language and subjectivity. Language is a tool used to express thoughts, to hide thoughts or to hide lack of thoughts. It is often a means of domination. The question is who has the power to define the world around us. This book demonstrates how language is being manipulated to form the minds of listeners or readers. Innocent words may be used to conceal a reality which people would have reacted to had the phenomena been described in a straightforward manner. The nice and innocent concept "cost sharing", which leads our thoughts to communal sharing and solidarity, may actually imply privatization. The false belief that the best way to learn a foreign language is to have it as a language of instruction actually becomes a strategy for stupidification of African pupils. In this book 33 independent experts from 16 countries in the North and the South show how language may be used to legitimize war-making, promote Northern interests in the field of development and retain colonial speech as languages of instruction, languages of the courts and in politics. The book has been edited by two Norwegians: Birgit Brock-Utne is a professor at the University of Oslo and a consultant in education and development. From 1987 until 1992 she was a professor at the University of Dar es Salaam. Gunnar Garbo, author and journalist and former member of the Norwegian Parliament, was the Norwegian Ambassador to Tanzania from 1987 to 1992.

English and the Discourses of Colonialism opens with the British departure from Hong Kong marking the end of British colonialism. Yet Alastair Pennycook argues that this dramatic exit masks the crucial issue that the traces left by colonialism run deep. This challenging and provocative book looks particularly at English, English language teaching, and colonialism. It reveals how the practice of colonialism permeated the cultures and discourses of both the colonial and colonized nations, the effects of which are still evident today. Pennycook explores the extent to which English is, as commonly assumed, a language of neutrality and global communication, and to what extent it is, by contrast, a language laden with meanings and still weighed down with colonial discourses that have come to adhere to it. The bilingual relationship between the English and the Indian vernaculars has long been crucial to the construction of ideology as well as cultural and political hierarchies. Print was vital for colonial literacy; it was thereby instrumental in initiating a shift in the relation between 'high' and 'low' languages. Here, Dr Naregal examines the relationship between linguistic hierarchies, textual practices and power in colonial western India. Whereas most studies of colonialism focus on India's 'high' literary culture, this book looks at how local intellectuals exploited their 'middling' position through such initiatives as the establishment of newspapers and of influential channels of communication. How were the 'native' intelligentsia able to achieve a position of ideological influence? Dr Naregal shows that, despite their minority position, such people negotiated the arenas of education policy, the press and voluntary associations to advance their social class. In doing this, she sheds light on the process of self-definition among the Indian intelligentsia before anticolonial thinking articulated its hegemonic claims as a nationalistic discourse.

This thesis examines the complexity of German colonial language policy in Tanganyika from the imposition of German colonial rule in 1890 until the Maji Maji Rebellion in 1905. German colonial language policy was fraught with internal contradictions, which were reflective of the conflicting interests of the various groups involved in colonialism in Tanganyika. These included European colonialists and missionaries, German government officials in Germany, and of course, Tanganyikans. By using discursive method in reading German colonial documents, other European primary sources, secondary sources, and African narratives, I have reconstructed a history of Kiswahili usage in Tanganyika both before and during colonialism. Particular emphasis has been placed on understanding the diversity of African responses to the language situation in Tanganyika, especially with regard to German language policy. My study also emphasizes the many different ways in which Kiswahili was used by Europeans and Africans alike. The thesis concludes by suggesting that Kiswahili was especially useful as the medium of the "organic intellectuals" of Tanganyika, who were the mediators between the colonial miers and the African subjects. The major contribution of this thesis is that it explains German colonial language policy and its internal contradictions while also showing the agency of Africans within the colonial context.

The relationship between power and language has been a central theme in critical theory for decades now, yet there is still much to be learned about the sheer force of language in the world in which we live. In Empire of Language, Laurent Dubreuil explores the power-language phenomenon in the context of European and, particularly, French colonialism and its aftermath. Through readings of the colonial experience, he isolates a phraseology based on possession, in terms of both appropriation and haunting, that has persisted throughout the centuries. Not only is this phraseology a legacy of the past, it is still active today, especially in literary renderings of the colonial experience-but also, and more paradoxically, in anticolonial discourse. This phrase shaped the teaching of European languages in the (former) empires, and it tried to configure the usage of those idioms by the "Indigenes." Then, scholarly disciplines have to completely reconsider their discursive strategies about the colonial, if, at least, they attempt to speak up. Dubreuil ranges widely in terms of time and space, from the ancien régime through the twentieth century, from Paris to Haiti to Quebec, from the Renaissance to the riots in the banlieues. He examines diverse texts, from political speeches, legal documents, and colonial treatises to anthropological essays, poems of the Négritude, and contemporary rap, ever attuned to the linguistic strategies that undergird colonial power. Equally conversant in both postcolonial criticism and poststructuralist scholarship on language, but also deeply grounded in the sociohistorical context of the colonies, Dubreuil sets forth the conditions for an authentically postcolonial scholarship, one that acknowledges the difficulty of getting beyond a colonialism-and still maintains the need for an afterward.

Law Wing Sang provides an alternative lens for looking into Hong Kong's history by breaking away for the usual colonial and nationalist interpretations. Drawing on both English and Chinese sources, he argues that, from the early colonial era, colonial power has been extensively shared between colonizers and the Chinese who chose to work with them. This exploration of the form of colonial power includes critical discussions of various cultural and institutional aspects, looking into such issues as education, language use, political ideologies and other cultural and political concerns. These considerations permit the author to shed new light from a historical perspective on the complex and hotly debated question of Hong Kong identity. But it is not written just out of an interest in things of the past. Rather, the arguments of this book shed new light on some current issues of major relevance to post-colonial Hong Kong.
