Complex factors affect young children and their families in today’s increasingly diverse world characterized by globalization, the transnational movement of people, and neo-liberal government policies in western and industrialized countries. This book focuses on three of these factors—culture, language and learning—and how they affect children’s development and learning in the context of their communities, families and schools. Taking an ecological perspective, it challenges normative and hegemonic views of young children’s language, literacy and numeracy development and offers examples of demonstrated educational practices that acknowledge and build on the knowledge that children develop and learn in culturally specific ways in their homes and communities. The authors highlight issues and perspectives that are particular to Indigenous people who have been subjected to centuries of assimilationist and colonialist policies and practices, and the importance of first or home language maintenance and its cognitive, cultural, economic, psychological and social benefits. Language as Cultural Practice: Mexicanos en el Norte offers a vivid ethnographic account of language socialization practices within Mexican-background families residing in California and Texas. This account illustrates a variety of cases where language is used by speakers to choose between alternative self-definitions and where language interacts differentially with other defining categories, such as ethnicity, gender, and class. It shows that language socialization--instantiated in language choices and patterns of use in sociocultural and sociohistorical contexts characterized by ambiguity and flux--is both a dynamic and a fluid process. The study emphasizes the links between familial patterns of language use and language socialization practices on the one hand, and children's development of bilingual and biliterate identities on the other. Using a framework emerging from their selection of two geographically distinct localities with differing demographic features, Schecter and Bayley compare patterns of meaning suggested by the use of Spanish and English in speech and literacy activities, as well as by the symbolic importance ascribed by families and societal institutions (such as schools) to the maintenance and use of the two languages. Singapore has been taken by many researchers as a fascinating living language policy and planning laboratory. Language and education policy in Singapore has been pivotal not only to the establishment and growth of schooling, but to the very project of nation building. Since their inception, ‘mother tongue’ policies have been established with two explicit goals. Firstly there is the development and training of human and intellectual capital for the expansion and networking of a Singaporean service and information economy. Secondly there is the maintenance of cultural heritage and values as a means for social cohesion and, indeed, the maintenance of community and regional social capital. These tasks have been fraught with tension and contradiction, both in relation to the conditions of rapid cultural, economic and political change in Asia and globally, but as well because of the tensions between the so called ‘world language English’ and Singapore’s three other official languages, Tamil, Malay and Mandarin. This has been complicated, of course, by the challenges of vibrant regional dialects and the emergence of Singlish as a powerful medium of community life.

This book looks closely at Yi bilingual education practice in the southwest of China from an educationalist’s perspective and, in doing so, provides an insight toward our understanding of minority language maintenance and bilingual education implementation in China. Adopting the theory of language ecology, data was collected among different Yi groups and case studies were focused on Yi bilingual schools.
