Language Policy beyond the State invites readers to (re-)consider the ways language policy is constituted, taken up, and researched if we look within and past the state. Contributors to this edited volume draw attention to language policy as always in the making, focusing on agency, on-the-ground practices, and ideologies. The chapters of the book reveal how simultaneous, and at times contradicting, language policies exist within a state and explore the complex roles played by families, businesses, educational institutions, and media in generating and appropriating these policies. By moving away from language policy analysis concerned primarily with how official state policies address well-defined language problems, some of the contributions of the volume highlight how the problems themselves can be ideological artifacts or are discursively constructed in language ideological debates that are provoked by changes in the geopolitical situation in the region. Using qualitative and descriptive research, the book uses Estonia as a setting to examine the ways historic and contemporary populations navigate language policies in both local and transnational spaces. As a whole, the collection speaks eloquently and powerfully to current efforts to understand and map the ways multiple institutions and individuals—not just the state—play an active role in forming and taking up language policies.

This volume inserts the place of the local in theorizing about language policies and practices in applied linguistics. While the effects of globalization around the world are being discussed in such diverse circles as corporations, law firms, and education, and while the spread of English has come to largely benefit those in positions of power, relatively little has been said about the impact of globalization at the local level, directly or indirectly. Reclaiming the Local in Language Policy and Practice is unique in focusing specifically on the outcomes of globalization in and among the communities affected by these changes. The authors make a case for why it is important for local social practices, communicative conventions, linguistic realities, and knowledge paradigms to actively inform language policies and practices for classrooms and communities in specific contexts, and to critically inform those pertaining to other communities. Engaging with the dominant paradigms in the discipline of applied linguistics, the chapters include research relating to second language acquisition, sociolinguistics, literacy, and language planning. The majority of chapters are case studies of specific contexts and communities, focused on situations of language teaching. Beyond their local contexts these studies are important for initiating discussion of their relevance for other, different communities and contexts. Taken together, the chapters in this book approach the task of reclaiming and making space for the local by means of negotiating with the present and the global. They illuminate the paradox that the local contains complex values of diversity, multilingualism, and plurality that can help to reconceive the multilingual society and education for postmodern times.

This analysis of language policy on Corsica provides the first study of the three levels of language policy existing on the Mediterranean island of Corsica. It focuses on the key participants - the State, the language activists and the islanders - in the language debate that has taken place across the island since its purchase by France. This book is informed by recent work on language planning, both theoretical and relating to specific case studies. At the same time, it engages with trends in sociolinguistics over the past decades, which have included language planning in their investigations of languages in contact, language obsolescence and language death. Many universities around the world are actively engaged in the process of the internationalization of their higher education systems, trying to become more competitive in all possible respects, especially in the areas of research and teaching. This volume critically analyzes and explains the goals, processes, and effects of language policies in the United States and Canada from historical and contemporary perspectives. The focus of this book is to explore parallel and divergent developments in language policy and language rights in the two countries, especially in the past four decades, as a basis for reflection on what can be learned from one country's experience by the other. Effects of language policies and practices on majority and minority individuals and groups are evaluated. Differences in national and regional language situations in the U.S. and Canada are traced to historical and sociological, demographic, and legal factors which have sometimes been inappropriately generalized or ignored by ideologues. The point is to show that certain general principles of economics and sociology apply to the situations in both countries, but that differing notions of sovereignty, state and nation, ethnicity, pluralism, and multiculturalism have shaped attitudes and policies in significant ways. Understanding the bases for these varying attitudes and policies provides a clearer understanding of the idiosyncratic as well as more universal factors that contribute to tensions between groups and to outcomes, many of which are unintended. In the sociopolitics of language, sometimes yesterday’s solution is tomorrow’s problem.
