This book offers a critical engagement with languages that describe, perpetuate, respond to, and resist economic crises. Unlike many volumes on economic crises that offer economistic explanations of their causes or policy suggestions for their resolution, this collection explores the different types of language used to deal with complex economic phenomena. The chapters in this volume examine a range of connections between language and crises: from the metaphors used historically to describe economic crises, to the languages deployed within periods of crises and economic struggle, to the popular responses thereto (including political manifestations and worker-organized enterprises). Also considered are the implications for democratic participation and gender relations, and the lack of language to express economic experience amongst certain groups. With essays from seven contributors representing five different countries, this collection has global relevance in a time marked by economic volatility and upheaval, and will serve as a valuable resource for those interested in the politics of language, economic discourse and the epistemological complexities of economic crises. Language policies are political. They have political consequences as well as political origins. In State Traditions and Language Regimes, scholars from Asia, Europe, and North America shift focus from the consequences of language policies to how and why states make language policy choices. This shift, theorized through the concept of "language regime," inserts an urgently needed political science perspective into the current dialogue between sociolinguists, who research the societal effects of language policies, and political theorists of language rights, who analyze the normative implications of policies. New analytical tools drawn from comparative politics are showcased to analyze paths taken by different states in establishing language regimes, at times disrupted and redirected at critical junctures. This volume examines the sociocultural factors that influence language choices and uses in the multilingual country of Luxembourg. Patterns of language use within and across communities are viewed in terms of interrelationships among language policy intent, implementation, and experience. The study considers the ways in which the language and social experiences within low socioeconomic communities differ from school expectations and how these differences affect achievement of both individual and government goals. A history of past language policies and practices sets the background for recent policy formation and current language uses and values. An investigation of the roles of reading, writing and speaking within school settings illustrates policy implementation and individual usage. The ways in which policy is experienced is described in terms of the number and extent of language functions within communities. The nature of language experience is reflected in ethnographic descriptions of the roles language and literacy abilities play in social life. These descriptions are presented in terms of patterns of language use across socioeconomic groups and through composite case studies of three families representing upper, middle and lower class backgrounds. Community and school language behaviors are then compared across socioeconomic groups through an analysis of the degree of congruence between reading, writing, and speaking functions outside of the school and the in-school norms and methods of language instruction. The study further explores the practical and theoretical implications of the relationships among policy intent, implementation, and experience in the context of socioeconomic transitions in modern multilingual nations.

While "economic forces" are often cited as being a key cause of language loss, there is very little research that explores this link in detail. This work, based on policy analysis and ethnographic data, addresses this deficit. It examines how neoliberalism, the dominant economic orthodoxy of recent decades, has impacted the vitality of Irish in the Republic of Ireland since 2008. Drawing on concepts well established in public policy studies, but not prominent in the subfield of language policy, the neoliberalisation of Irish-language support measures is charted, including the disproportionately severe budget cuts they received. It is argued that neoliberalism’s antipathy towards social planning and redistributive economic policies meant that supports for Irish were inevitably hit especially hard in an era of austerity. Ethnographic data from Irish-speaking communities reinforce this point and illustrate how macro-level economic disruptions can affect language use at the micro-level. Labour market transformations, emigration and the dismantling of community institutions are documented, along with many related developments, thereby highlighting an issue of relevance to communities around the world, the fundamental tension between neoliberalism and language revitalisation efforts.
