While creativity plays an important role in the advancement of computer science, great ideas are built on a foundation of practical experience and knowledge. This book presents programming techniques which will be useful in both AI projects and more conventional software engineering endeavors. My primary goal is to enter tain, to introduce new technologies and to provide reusable software modules for the computer programmer who enjoys using programs as models for solutions to hard and interesting problems. If this book succeeds in entertaining, then it will certainly also educate. I selected the example application areas covered here for their difficulty and have provided both program examples for specific applications and (I hope) the method ology and spirit required to master problems for which there is no obvious solution. I developed the example programs on a Macintosh TM using the Macintosh Common LISP TM development system capturing screen images while the example programs were executing. To ensure portability to all Common LISP environments, I have provided a portable graphics library in Chapter 2. All programs in this book are copyrighted by Mark Watson. They can be freely used in any free or commercial software systems if the following notice appears in the fine print of the program's documentation: "This program contains software written by Mark Watson." No royalties are required. This book is divided into four parts. The first part, Preliminaries, begins by introducing the basic theme of the book. It provides an overview of the current status of water resources utilization, the likely scenario of future demands, and advantages and disadvantages of systems techniques. An understanding of how the hydrological data are measured and processed is important before undertaking any analysis. The discussion is extended to emerging techniques, such as Remote Sensing, GIS, Artificial Neural Networks, and Expert Systems. The statistical tools for data analysis including commonly used probability distributions, parameter estimation, regression and correlation, frequency analysis, and time-series analysis are discussed in a separate chapter. Part 2 Decision Making, is a bouquet of techniques organized in 4 chapters. After discussing optimization and simulation, the techniques of economic analysis are covered. Recently, environmental and social aspects, and rehabilitation and resettlement of project-affected people have come to occupy a central stage in water resources management and any good book is incomplete unless these topics are adequately covered. The concept of rational decision making along with risk, reliability, and uncertainty aspects form subject matter of a chapter. With these analytical tools, the practitioner is well equipped to take a rational decision for water resources utilization. Part 3 deals with Water Resources Planning and Development. This part discusses the concepts of planning, the planning process, integrated planning, public involvement, and reservoir sizing. The last part focuses on Systems Operation and Management. After a resource is developed, it is essential to manage it in the best possible way. Many dams around the world are losing some storage capacity every year due to sedimentation and therefore, the assessment and management of reservoir sedimentation is described in details. No analysis of water resources systems is complete without consideration of water quality. A river basin is the natural unit in which water occurs. The final chapter discusses various issues related to holistic management of a river basin.

This book focuses on mega-droughts of the past 20 years. Twelve cases from both developed and developing countries are elaborated in the book. Its intention is to draw lessons from the cases of extremely severe water shortages so that countries and stakeholders can be better prepared for extreme drought events in the future. Several recurrent themes emerge from the diverse case studies and descriptions of programs. For example, most chapters discuss the necessity to move from reactive (compensatory) to preventive policies. This theme has implications for use of insurance in developing countries, e.g. is insurance encouraging investments to help countries avoid disasters or is it acting mostly in a humanitarian way to compensate for losses to help people? Several authors point to the importance of risk assessment and to developing risk based policies for drought. This raises statistical issues of how such assessments of uncertainty and risks are done and how they relate to actual occurrence of events. Most chapters call for more inter-sectoral policies, policies which integrate water resources management approaches and to the necessity of raising public awareness of droughts in times of no drought. The issue of structural versus nonstructural is clear in most cases. While often cast as ‘either/or’ the message that emerges is more one of how do you integrate these approaches. Finally, a few chapters bring to light how prevention is needed for national security as well as water security. In Focus – a book series that showcases the latest accomplishments in water research. Each book focuses on a specialist area with papers from top experts in the field. It aims to be a vehicle for in-depth understanding and inspire further conversations in the sector.

The city of Pittsburgh and surrounding area of southwestern Pennsylvania face complex water quality problems, due in large part to aging wastewater infrastructures that cannot handle sewer overflows and stormwater runoff, especially during wet weather. Other problems such as acid mine drainage are a legacy of the region's past coal mining, heavy industry, and manufacturing economy. Currently, water planning and management in southwestern Pennsylvania is highly fragmented; federal and state governments, 11 counties, hundreds of municipalities, and other entities all play roles, but with little coordination or cooperation. The report finds that a comprehensive, watershed-based approach is needed to effectively meet water quality standards throughout the region in the most cost-effective manner. The report outlines both technical and institutional alternatives to consider in the development and implementation of such an approach.
