Importa señalar que el objeto de este libro no es otro que analizar el tributo "contribución especial" desde una perspectiva eminentemente práctica recogiendo y destacando todos aquellos pronunciamientos jurisprudenciales que le afectan, tanto en su aspecto jurídico material como en el procedimental. Tradicionalmente este tributo se ha considerado de poca importancia por su escasa aplicación, y esto es cierto en el ámbito estatal y en el autonómico donde, a pesar de considerarse un tributo propio de estos entes, su uso es prácticamente nulo. Sin embargo, la realidad de los hechos, el volumen de sentencia recaidas sobre los distintos aspectos del tributo, que hemos tenido la oportunidad de analizar, demuestran lo contrario, es un tributo vivio y muy utilizado en el ámbito local, sobre todo en pequeños y medianos municipios. Por consiguiente estamos ante un tributo que sigue o puede seguir afectando, dado su carácter facultativo, a un gran número de ciudadanos. A pesar del uso considerable de este tributo, como mecanismo de financiación para la realización de obras pública o del establecimiento o ampliación de servicios públicos, su aplicación concreta por parte de las corporaciones locales presenta una serie de anomalías y deficiencias, tal y como se manifiesta en las sentencias que han sido recogidas y sistematizadas en este trabajo. En él se deja debida constancia de las distintas líneas jurisprudenciales existentes, en su caso, sobre determinados aspectos, a las que se le une de un modo puntual, allí donde es necesario, un breve comentario.Tratando de aumentar la utilidad del trabajo, éste se cierra con un índice analítico de sentencias.
