La representación política ha sufrido de una transformación y los partidos políticos tienen una fisonomía nueva, que desafía los conceptos tradicionales de los que las normas electorales son tributarios. Las provincias y el estado nacional han vivido y superado crisis diversas y si bien tienen prácticas políticas y regímenes legales distintos, se entiende universalmente que la democracia electoral, como proceso de selección de candidatos, está consolidada. Los procedimientos preelectorales y electorales en nuestro país pueden ser calificados de primitivos o burocráticos y son evidentemente simplificables, modernizables y perfectibles pero no pueden ser atacados de inseguros, arbitrarios u opacos. Las responsabilidades de cada etapa y operación del complejo sistema jurídico instrumental de las elecciones puede y debe ser revisadas pero esto requiere del conocimiento y juicio desapasionado y objetivo de la legislación y las modalidades en que se desarrolla actualmente la justa electoral en nuestro país. La legislación que regula las elecciones y la vida partidaria nacional, reunidas en un solo volumen, se acompaña de un estudio preliminar de mi autoría que inicialmente sirviera como material de presentación a los invitados electorales extranjeros y a quienes se interesan en tener una visión panorámica de cómo interactúan el sistema de normas y los procedimientos administrativos en el juego político concreto que acompaña a las elecciones.
