Desde el fin de la Guerra Fría, los conflictos armados, las guerras, ya no son iguales: la mayor parte de ellas son civiles, dentro de un mismo Estado, en contextos muy inestables y con trágicas consecuencias humanas. Las formas incluyen métodos donde la violación masiva de los Derechos Humanos es habitual, donde se recluta a niños y adolescentes, donde el miedo y el terror son estrategias en un concepto asimétrico de conflicto profundamente violento e ideologizado por razón de etnia, credo o control económico. La violencia sexual se emplea como táctica de guerra con el objeto de atacar a civiles, de manera deliberada, o como parte de una estrategia de ataque sistemático, generalizado y metódico. Porque atacar a mujeres y niñas no sólo genera miedo en la población civil, sino que puede llevar a destruir varias generaciones del supuesto enemigo, generalmente de una etnia contraria a la de los atacantes, lastrando el futuro de los pueblos de manera genocida.Y somos conscientes de ello porque, además de suceder, son sus víctimas las que hoy nos lo narran en esta era globalizada. Nos referimos a los testigos que la sufrieron, y contaron, en primera persona, primero en la guerra de los Balcanes (1991) y después en Ruanda (1994). Pero hoy, veinte años después de la Sentencia Akayesu y otros tantos años después de la histórica resolución 1325 del Consejo de Seguridad de Naciones Unidas, estas prácticas se siguen sucediendo. La Yihad sexual en el autodenominado Estado Islámico es un sistema de captación y radicalización de mujeres de cualquier parte del mundo por parte de los insurgentes; también un reclamo de miles de mujeres al servicio de los yihadistas en el Estado Islámico. How do understandings of the relationships between gender, violence, security and the international inform policy and practice in which these notions are central? What are the practical implications of basing policy on problematic discourses? In this highly original poststructural feminist critique, the author maps the discursive terrains of institutions, both NGOs and the UN, which formulate and implement resolutions and guides of practice that affect gender issues in the context of international policy practices. The author investigates UN Security Council Resolution 1325, passed in 2000 to address gender issues in conflict areas, in order to examine the discursive construction of security policy that takes gender seriously. In doing so, she argues that language is not merely descriptive of social/political reality but rather constitutive of it. Moving from concept to discourse, and in turn to practice, the author analyses the ways in which the resolution's discursive construction had an enormous influence over the practicalities of its implementation, and how the resulting tensions and inconsistencies in its construction contributed to its failures. The book argues for a re-conceptualisation of gendered violence in conjunction with security, in order to avoid partial and highly problematic understandings of their practical relationship. Drawing together theoretical work on discourses of gender violence and international security, sexualised violence in war, gender and peace processes, and the domestic-international dichotomy with her own rigorous empirical investigation, the author develops a compelling discourse-theoretical analysis that promises to have far-reaching impact in both academic and policy environments.

Argues that affirming the irreducible differences between men and women can lead to more transformative politics than the struggle for abstract equality between the sexes. In The Symbolic Order of the Mother Luisa Muraro identifies the bond between mother and child as ontologically fundamental to the development of culture and politics, and therefore as key to achieving truly emancipatory political change. Both corporeal development and language acquisition, which are the sources of all thinking, begin in this relationship. However, Western civilization has been defined by men, and Muraro recalls the admiration and envy she felt for the great philosophers as she strove to become one herself, as well as the desire for independence that opposed her to her mother. This conflict between philosophy and culture on the one hand and the relationship with the mother on the other constitutes the root of patriarchy’s symbolic disorder, which blocks women’s (and men’s) access to genuine freedom. Muraro appeals to the feminist practice of gratitude to the mother and the recognition of her authority as a model of unconditional nurture and support that must be restored. This, she argues, is the symbolic order of the mother that must overcome the disorder of patriarchy. The mediating power of the mother tongue constitutes a symbolic order that comes before all others, for both women and men.
