After thirty years of military rule and state-sponsored violence, Guatemala reinstated civilian control and began rebuilding democratic institutions in 1986. Responding to these changes, Guatemalan women began organizing to gain an active role in the national body politic and restructure traditional relations of power and gender. This pioneering study examines the formation and evolution of the Guatemalan women's movement and assesses how it has been affected by, and has in turn affected, the forces of democratization and globalization that have transformed much of the developing world. Susan Berger pursues three hypotheses in her study of the women's movement. She argues that neoliberal democratization has led to the institutionalization of the women's movement and has encouraged it to turn from protest politics to policy work and to helping the state impose its neoliberal agenda. She also asserts that, while the influences of dominant global discourses are apparent, local definitions of femininity, sexuality, and gender equity and rights have been critical to shaping the form, content, and objectives of the women's movement in Guatemala. And she identifies a counter-discourse to globalization that is slowly emerging within the movement. Berger's findings vigorously reveal the manifold complexities that have attended the development of the Guatemalan women's movement.

Centroamérica ha desplegado en el siglo XX una extraordinaria diversidad política, desde la temprana democracia liberal de Costa Rica a las persistentes dictaduras de El Salvador y Guatemala, pasando por la singular Revolución Sandinista de Nicaragua. Pero los sistemas políticos centroamericanos de la post-Guerra Fría no sólo resultan de trayectorias históricas dispares, sino que han continuado exhibiendo también posteriormente diferencias notables en aspectos como el alcance de la democratización, la configuración de los sistemas de partidos o los niveles de participación electoral. ¿Cómo pueden explicarse estas diferencias en los procesos de democratización centroamericanos y en la configuración de los sistemas políticos resultantes? ¿Qué implicaciones tienen en las distintas dinámicas actuales de conflicto político y de evolución de los sistemas políticos de la región? De acuerdo con el argumento desarrollado en este libro, los procesos de democratización y sistemas políticos centroamericanos son producto de divergencias significativas en la resolución de tres coyunturas históricas críticas: (1) la Reforma Liberal y el inicio del desarrollo capitalista, entre mediados del siglo XIX y comienzos del XX; (2) la primera emergencia política de las clases subordinadas, entre los años 1930s y 1950s; y (3) la segunda emergencia política de estas clases, entre los años 1970s y 1990s. La diversa resolución de estas coyunturas críticas define tres trayectorias históricas específicas de lucha de clases caracterizadas por distintos modos de incorporación política de las clases subordinadas: (1) una trayectoria de incorporación reformista en Costa Rica y Honduras; (2) otra de incorporación revolucionaria en El Salvador y Nicaragua; y (3) una última de incorporación represiva en Guatemala. Cada una de estas trayectorias ha generado legados históricos específicos en los sistemas políticos resultantes en función de determinadas variables y procesos causales. La polarización del régimen de acumulación y la relación de fuerzas entre clases han orientado la lucha de clases hacia una dinámica democratizadora o, por el contrario, represiva-revolucionaria y han determinado en última instancia la temporización, modo y alcance de la democratización. El modo de incorporación política de las clases subordinadas ha implicado una configuración específica del sistema de partidos, en el que la consolidación de la izquierda postinsurgente ha estado condicionada por el desarrollo previo de transformaciones revolucionarias que esta pudiese después capitalizar electoralmente. Finalmente, el impacto de la represión y los aprendizajes históricos sobre la eficacia de la participación política han contribuido a inhibir o estimular la participación electoral. Los legados históricos de estas trayectorias proporcionan también claves que permiten comprender las distintas dinámicas actuales de conflicto político y de evolución de los sistemas políticos de la región en el marco de la nueva ronda de emergencia política de las clases subordinadas actualmente en curso, en la que pueden identificarse tres patrones distintos: uno de agotamiento y remodelación de los sistemas de partidos en Costa Rica y Honduras; otro de alternancia y acceso de la izquierda al gobierno en Nicaragua y El Salvador; y otro de remilitarización e involución autoritaria más marcado en Guatemala. A partir del análisis histórico desarrollado, el libro concluye asimismo argumentando la necesidad de una teoría más avanzada de la democratización, basada en un enfoque conflictual, relacional, histórico y con una visión más amplia de la democratización.
