Las naciones que siguieron un patrón iliberal en el periodo entre las dos guerras mundiales (definido por la presencia de terrorismo anarquista, quiebra de la democracia, desigualdad de la tierra, capitalismo intervencionista e industrialización tardía) experimentaron el terrorismo revolucionario décadas después. Estos países se caracterizan, además, por haber tenido una tradición débil de individualismo en el largo plazo, con fuertes resistencias a la implantación del capitalismo y la democracia.
