This collection of interdisciplinary papers and commentaries focusing on research problems in Latin America was presented at a conference held 22–23 March 1968 at the State University of New York at Stony Brook. It represents one of the first attempts by experienced scholars to discuss prerequisites and problems for researchers in terms of the methods and approaches, and training needed for field work in Latin America. The authors are distinguished contemporary authorities, both North American and Latin American, and they focus attention on the problems of interdisciplinary and collaborative research. Although more problems are raised than solutions found, frank discussion resulted in a number of suggestions to the U.S. academic community to stimulate a reappraisal of the programs preparing scholars to go abroad. This book relies on a global studies (interdisciplinary) paradigm to study the basic transitions through which Latin America has gone over the last millennium. The global studies approach relies on an understanding of the distinct transitions through which cultures of Latin America have passed as they have adapted to global economic and political forces since the Sixteenth Century. Unlike dependency or world systems theories, a global studies paradigm does not accept the idea that cultures and peoples are passive to globalization or capitalism. This work shows that Latin American institutions can only be understood as embedded in Latin American culture, which is a product of history and adaptation, and has interacted with quite distinct global systems for the last five centuries. The book presents the case that, until very recently, the economic institutions of Latin America were not capitalistic, but either mercantilist or corporatist. Only since 1985 have Latin American countries adopted capitalism and democracy, and these have not been a failure. While this book stresses political and economic analyses, it also examines the impact of corporatism (state capitalism) on ecosystems, demographics, social systems, and cultural forms. The book is a largely upbeat and positive examination of the new phenomenon of globalization in Latin America.

This book examines the political evolution of the judiciary – a usually overlooked political actor – and its capacity to contribute to the process of democratic consolidation in Latin America during the 1990s. Calleros analyzes twelve countries in order to assess the independence, impartiality, political strength and efficiency of the judicial branch. The picture that emerges – with the one exception of Costa Rica – is the persistence of weak judicial systems, unable in practice to check other branches of government, including the executive and the military, while not quite effective in fully protecting human rights or in implementing due process of law guarantees. Aggravating issues, such as corruption, heavy case backlogs, overcrowding of prisons, circumvention of laws and personal vulnerability of judges, make the judiciary the least evolved of the three branches of government in the Latin American transitions to democracy.
