Essay from the year 2003 in the subject Politics - International Politics - Region: Middle- and South America, grade: Honours, Dublin City University, 28 entries in the bibliography, language: English, abstract: More than 510 years after the conquest of Latin America, critical opinions are still voiced with regard to the quality of the subcontinent's insertion into the international system: "When one begins to see the multiple business connections and interests, it is difficult to avoid concluding that the Plan Puebla Panama (PPP) is more about energy and resource extraction than it is about development". Arguments along the lines of this PPP critique have been frequently mentioned when discussing topics such as declining terms of trade for raw materials, the unequal access to the world markets, exploitative practices of labour-intense industries, socially detrimental impositions of structural adjustment measures, the increasing hegemony of the United States (US) over Latin America through new free-trade arrangements or projects such as Plan Colombia, and many more. The purpose of this paper is to look beyond plain accusations by assessing the international arena Latin America found itself in since 1870 as well as the efforts made by Latin America to achieve a more equitable insertion into it. Taking into consideration the complexity of the topic, I will only broadly outline earlier attempts while focussing on efforts taken after the Great Depression of 1929. The essay will be organised in four main sections covering the three major phases plus a conclusions section: Primary commodity exports (PCE), import substitution industrialisation (ISI), neo-liberalism (NL), and the conclusions section which will also cover Latin America's prospects. The important aspect of regionalism will be split into "old regionalism", which will be covered in the ISI section, and "new regionalism", which falls into the phase of neo-liberalism.

The fiscal policy response to the COVID-19 shock in most LAC countries was much larger than during the GFC, suggesting fiscal space was not as tight as expected. We argue that it is feasible and desirable, though not without risks, to embark in a more gradual consolidation path than currently envisaged by several countries in the region. Avoiding an early withdrawal of support in 2021 and 2022 is important given that countries are still facing high rates of contagion and deaths, vaccination will take place very slowly, the economic recovery is partial, uncertain and not strong enough to help those most affected by the twin public health and economic crisis. At the center of this discussion is our conviction that fiscal space is not set in stone and it is endogenous to the medium-term targets and commitments undertaken by governments and congresses throughout the region. Also, revisions to fiscal responsibility frameworks should help anchor fiscal sustainability, as well as improve their effectiveness and flexibility. In this context, low-for-long interest rates and easy market access is generating a situation that, in spite of higher debt levels, interest cost on public debt will remain contained in the foreseeable future. Especially if, as argued in this paper, a more gradual fiscal consolidation path is accompanied with stronger commitments and institutional frameworks that ensure debt is put on a credible downward trajectory once the pandemic is under control. Catalyzing these changes, as well as initiating the debate to design other fiscal reforms to strengthen social protection and increase the progressivity of public finances, would require a broad social consensus and political cohesion around several crucial dimensions of public finances: a fiscal pact. On the other hand, if this agenda is neglected the continuation of low growth, social discontent, and political polarization could drive Latin America towards a very dangerous path of institutional and economic decay.

The aim of this book is to analyze the quality of entrepreneurial management and economic development in the Latin American region from a microeconomic point of view. It seeks to explain the Latin American way of business management as well as envision ways in which Latin American businesses can increase productivity and innovation in order to successfully compete in the global market. Latin America comprises nearly 8.5% of the global population and represents over 8% of the global GDP, yet it is home to only 12 (or less than 2.5%) of the world’s 500 largest companies. In this volume, the author analyzes the unique dynamics of Latin American corporate culture to consider the particular obstacles to more successful performance. Drawing evidence from dozens of companies across the eight largest Latin American economies, he notes that Latin American companies have evolved in the context of a highly aristocratic and oligarchic society, dominated by patriarchal families from the upper classes. Corporate structure, especially in family-owned companies, is based largely on patronage and privilege and often characterized by unnecessary hierarchy, redundant responsibilities and poor communication and information management systems. Operating in relative isolation, with little incentive to invest in innovation to compete against foreign products has reinforced this conservative culture. Taking a fresh perspective that focuses at the firm level, with an emphasis on corporate administration, the author presents a compelling explanation for Latin America’s delay in economic development and offers insights for promoting innovation and entrepreneurship, identifying promising industrial sectors and improving productivity and competitiveness on the global stage.
