In the 1980s a large number of Latin American countries reverted from military dictatorships to civilian democracies. In most cases the new democratic governments inherited an extremely precarious economic situation, which left little room to manoeuvre. This book analyzes the special problems that governments face in the formulation and implementation of economic policy after the restoration of democracy. In each of six cases - Argentina, Bolivia, Brazil, Chile, Paraguay, and Uruguay - an analysis is made of the difficulties encountered and the performance of the democratic governments.

Over the last two decades, economic, political, and social life in Latin America has been transformed by the region’s accelerated integration into the global economy. Although this transformation has tended to exacerbate various inequities, new forms of popular expression and action challenging the contemporary structures of capital and power have also developed. This volume is a comprehensive, genuinely comparative text on contemporary Latin America. In it, an international group of contributors offer multidimensional analyses of the historical context, contemporary character, and future direction of rural transformation, urbanization, economic restructuring, and the transition to political democracy. In addition, individual essays address the changing role of women, the influence of religion, the growth of new social movements, the struggles of indigenous peoples, and ecological issues. Finally, the book examines the influence of U.S. policy and of regionalization and globalization on the Latin American states. Sandor Halebsky is professor of sociology at Saint Mary’s University in Halifax, Nova Scotia. He coedited Cuba in Transition: Crisis and Transformation (Westview, 1992). Richard L. Harris is chair of the faculty at Golden Gate University in Monterey, California. He is one of the coordinating editors of the journal Latin American Perspectives and the author of Marxism, Socialism, and Democracy in Latin America (Westview, 1992).

This volume focuses on the relationship between the tasks of institutional design and the outcomes of the process of economic and political liberalization in Latin America and in Central and Eastern Europe. The contributors emphasize the design of institutions to serve a market economy, the design of electoral laws, and the design of executive-legislative relations. Within this framework each chapter discusses the legacy of the pre-existing authoritarian regime; the range of preferences among various strategic actors with regard to the pace and mix of reforms; and the consequences of final choices for the institutionalization of effective economies and the process of democratization. Countries throughout Latin America and Central and Eastern Europe are moving from semi-closed to open economies and from authoritarian to democratic political systems. Despite important differences between the regions, these transitions involve similar tasks: the establishment of governmental institutions and electoral systems conducive to legitimation of the new and fragile democracies and expansion of the institutional infrastructure of a market economy. This is the first book to compare the distinctive welfare states of Latin America, East Asia, and Eastern Europe. Stephan Haggard and Robert Kaufman trace the historical origins of social policy in these regions to crucial political changes in the mid-twentieth century, and show how the legacies of these early choices are influencing welfare reform following democratization and globalization. After World War II, communist regimes in Eastern Europe adopted wide-ranging socialist entitlements while conservative dictatorships in East Asia sharply limited social security but invested in education. In Latin America, where welfare systems were instituted earlier, unequal social-security systems favored formal sector workers and the middle class. Haggard and Kaufman compare the different welfare paths of the countries in these regions following democratization and the move toward more open economies. Although these transformations generated pressure to reform existing welfare systems, economic performance and welfare legacies exerted a more profound influence. The authors show how exclusionary welfare systems and economic crisis in Latin America created incentives to adopt liberal social-policy reforms, while social entitlements from the communist era limited the scope of liberal reforms in the new democracies of Eastern Europe. In East Asia, high growth and permissive fiscal conditions provided opportunities to broaden social entitlements in the new democracies. This book highlights the importance of placing the contemporary effects of democratization and globalization into a broader historical context.
