Во второй части рассказывается о роли биомедицинского инженера на этапах жизненного цикла технологии: от научных исследований и разработок, обновления, регулирования вывода на рынок и оценки до выбора, покупки и безопасного использования устройств медицинского назначения в стенах лечебно-профилактических учреждений. В приложениях к книге приводится информация об учебных программах, профессиональных объединениях и документах ВОЗ и ООН, рассматривающих проблематику кадровых ресурсов здравоохранения, а также предложение к МОТ о пересмотре классификации. Настоящая публикация может содействовать увеличению численности биомедицинских инженеров, признанию и активизации их роли, что особенно актуально в свете недавнего принятия рекомендаций Комиссии ООН высокого уровня по вопросам занятости в области здравоохранения и экономического роста и Глобальной стратегии ВОЗ для развития кадровых ресурсов здравоохранения, а также создания национальных систем учета кадров здравоохранения. Еще одна цель настоящего документа — обосновать пересмотр классификации функций биомедицинского инженера как специалиста-инженера, поддерживающего разработку устройств медицинского назначения, обеспечение доступа к ним и их использование.

El avance tecnológico ha permitido a los seres humanos trascender las limitaciones de los entornos físicos y analógicos, que les permiten participar de manera activa en la sociedad a través de medios digitales. Este fenómeno ha generado un impacto significativo en diversas áreas sociales y culturales, independientemente del nivel de sus habilidades digitales. Los individuos que cuentan con la capacidad de manejo tecnológico tienden a adaptarse a la vida digital, de forma práctica, fluida y eficazmente; esto lo hacen porque llevan a cabo actividades cotidianas, por ejemplo: la intervención en las redes sociales, ejecución de compras en línea, en ocasiones, diversos estudios manera virtual, indagación y consumo de información digital, tienen presencia de forma significativa en los entornos digitales, entre algunos otros. Por lo tanto, en la actualidad se les conoce como ciudadanos transdigitales. Para ser ciudadanos digitales, es relevante estar conscientes de aquellos desafíos sociales, éticos, pero, sobre todo el cuidado de la privacidad, misma que se debe asumir para estar inmerso en la vida digital; es por ello que, para tener un consumo informado, hay que ser razonables, críticos y selectivos con la información que se va manejar. Aunado a lo anterior, la realización de diversas tareas conlleva tener responsabilidades, así como estar informados de los derechos que se poseen en los diferentes entornos digitales. Sumado a ello, la participación cívica en línea se desarrolla a través de ciertos niveles de alfabetización digital. De igual forma, el trabajo sobre inclusión digital.
