Law and Bioterrorism includes cases, statutes, and materials that address the legal issues that arise in the context of bioterrorism, national security, and public safety. Sutton begins with an examination of the history of bioterrorism as a domestic crime and includes cases that have been decided under new federal criminal statutes specifically constructed to address the threat of bioterrorism. Next, there is an examination of the issues of federalism in a public health context and the problems with the current federal government intragovernmental organization. Sutton then looks at the role of the state in public health law as well as at civil rights interests in a biological attack context. Quarantine laws are examined, and a proposed model for a public health emergency powers act is considered. Finally, the conclusion considers the future and the possibility of a new legal framework for addressing bioterrorism threats and national security. "[A] wonderfully researched and incisive book... Law and Bioterrorism is without question a must-have textbook for anyone teaching or studying in this critical area of the law. Whether in terms of the history of bioterrorism, the laws of bioterrorism or the policy matters associated with bioterrorism, Victoria Sutton performs admirably. In short, she has successfully created a valuable tool to aid the international dialogue in assessing the threat of a bioterrorist attack. Law and Bioterrorism should be compulsory for any academic course in this area." -- Melbourne University Law Review

This book provides a current analysis of the legal and ethical challenges in preparing for and responding to chemical, biological, radiological, nuclear and explosive (CBRNE) crises. From past events like the Chernobyl nuclear incident in Russia or the Bhopal chemical calamity in India, to the more recent tsunami and nuclear accident in Japan or the Ebola crisis in Africa, and with the on-going threat of bioterrorism, the need to be ready to respond to CBRNE crises is uncontroversial. What is controversial is whether we are on a path that adequately prepares us for the next event. The ethical and legal scholars in this volume hold that much work remains to be done and offer this book to stimulate further reflection and dialogue around CBRNE crises. This is an indispensable book for both students and scholars of bioethics, international law, public health, as well as for regulators and administrators developing policy and legislation related to public health planning and emergency responses.

The effort to understand and combat infectious diseases has, during the centuries, produced many key advances in science and medicine-including the development of vaccines, drugs, and other treatments. A subset of this research is conducted with agents that, like anthrax, not only pose a severe threat to the health of humans, plants, and animals but can also be used for ill-intended purposes. Such agents have been listed by the government as biological select agents and toxins. The 2001 anthrax letter attacks prompted the creation of new regulations aimed at increasing security for research with dangerous pathogens. The outcome of the anthrax letter investigation has raised concern about whether these measures are adequate. Responsible Research with Biological Select Agents and Toxins evaluates both the physical security of select agent laboratories and personnel reliability measures designed to ensure the trustworthiness of those with access to biological select agents and toxins. The book offers a set of guiding principles and recommended changes to minimize security risk and facilitate the productivity of research. The book recommends fostering a culture of trust and responsibility in the laboratory, engaging the community in oversight of the Select Agent Program, and enhancing the operation of the Select Agent Program.

The use of biological warfare (BW) agents by states or terrorists is one of the world's most frightening security threats but, thus far, little attention has been devoted to understanding how to improve policies and procedures to identify and attribute BW events. Terrorism, War, or Disease? is the first book to examine the complex political, military, legal, and scientific challenges involved in determining when BW have been used and who has used them. Through detailed analysis of the most significant and controversial allegations of BW use from the Second World War to the present, internationally recognized experts assess past attempts at attribution of unusual biological events and draw lessons to improve our ability to counter these deadly silent killers. This volume presents the most comprehensive analysis of actual and alleged BW use, and provides an up-to-date evaluation of law enforcement, forensic epidemiology, and arms control measures available to policymakers to investigate and attribute suspected attacks.

The Nexus Of Law And Biology written by Dr Barbara Hocking and has been published by Ashgate Publishing, Ltd. this book supported file pdf, txt, epub, kindle and other format this book has been release on 2013-02-28 with Law categories.

Although law and science have interacted for centuries, today their interactions pose enormous challenges. These challenges are reflected in issues ranging from reproductive technology and resource conservation, to genetic technology and biological warfare. The emerging dialogue is complex and requires an ongoing re-thinking of general principles, such as expert biological evidence, which features in a wide range of legal contexts, and including medical law, torts, crime and intellectual property. Studying the many ways in which law and biology come together in many areas of contemporary life, The Nexus of Law and Biology: New Ethical Challenges explores the juridical uses of biological sciences to illuminate key issues and contemporary intersections, arguing that each of several disciplines must communicate with one another, recognizing a common ground in ethics. Featuring an impressive list of contributors, this book is an invaluable reference for legal scholars, students, practising lawyers and scientists engaged with the legal system.

Disarmament Sketches written by Thomas Graham, Jr. and has been published by University of Washington Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2012-12-20 with History categories.

Thomas Graham Jr. played a role in the negotiation of every major international arms control and non-proliferation agreement signed by the United States during the past thirty years. As a U.S. government lawyer and diplomat, he helped to shape, negotiate, and secure U.S. ratification of such cornerstones of international security as SALT, START, and the ABM, INF, and CFE treaties as well as conventions prohibiting biological and chemical weapons. Graham’s memoir offers a history of the key negotiations which have substantially reduced the threat of nuclear war. His is a personal account of bureaucratic battles over arms control in six administrations, navigating among the White House, Congress, cabinet secretaries, and agencies with overlapping responsibilities and often competing interests. No comparable text brings together detailed analyses of so many pivotal documents in the history of the Cold War; it offers abundant primary source material for historians, international lawyers, and arms control specialists around the world. Disarmament Sketches also charts the rise and fall of the Arms Control and Disarmament Agency, the only U.S. government agency with primary responsibility for arms control policy, and lays out an agenda for continuing progress in reducing weapons stockpiles around the globe. Throughout his career, Graham has worked tirelessly to reverse the nuclear arms race and to persuade leaders around the world to make their nations safer by renouncing and reducing their weapons of mass destruction.
