The current rise of Islamism throughout the Muslim world, Islamists’ demand for the establishment of Islamic states, and their destabilizing impact on regional and global orders have raised important questions about the origins of Islamism and the nature of an Islamic state. Beginning with the Iranian revolution of the late 1970s and the establishment of the Islamic Republic to today’s rise of ISIS to prominence, it has become increasingly apparent that Islamism is a major global force in the twenty-first century that demands acknowledgment and answers. As a highly-integrated belief system, the Islamic worldview rejects secularism and accounts for a prominent role for religion in the politics and laws of Muslim societies. Islam is primarily a legal framework that covers all aspects of Muslims’ individual and communal lives. In this sense, the Islamic state is a logical instrument for managing Muslim societies. Even moderate Muslims who genuinely, but not necessarily vociferously, challenge the extremists’ strategies are not dismissive of the political role of Islam and the viability of an Islamic state. However, sectarian and scholastic schisms within Islam that date back to the prophet’s demise do undermine any possibility of consensus about the legal, institutional, and policy parameters of the Islamic state. Within its Shi’a sectarian limitations, this book attempts to offer some answers to questions about the nature of the Islamic state. Nearly four decades of experience with the Islamic Republic of Iran offers us some insights into such a state’s accomplishments, potentials, and challenges. While the Islamic worldview offers a general framework for governance, this framework is in dire need of modification to be applicable to modern societies. As Iranians have learned, in the realm of practical politics, transcending the restrictive precepts of Islam is the most viable strategy for building a functional Islamic state. Indeed, Islam does provide both doctrinal and practical instruments for transcending these restrictions. This pursuit of pragmatism could potentially offer impressive strategies for governance as long as sectarian, scholastic, and autocratic proclivities of authorities do not derail the rights of the public and their demand for an orderly management of their societies.

Filing petitions to the ruler was a common practice in the history of the Middle East. But despite its social and political importance, the institution of mazalim, the so called "Investigation of Complaints," has still not been subjected to adequate investigation, neither its normative regulations and regional settings, nor the petitions themselves, as a source for political, economic, social and administrative history, the petitioning system in pre-modern and modern Iran being no exception. In contrast to royal decrees or official historiography, these petitions reflect complaints of people from all social strata, men and women, farmers, religious people and state officials, urban and rural population, including nomads. The petitions thus express the perspective of common people, their desires and grievances about tax collectors and governors, about the malfunctioning of the legal system and the royal administration. This book is based on a sample of petitions which were submitted to Nasir al-Din Shah between 1301/1883 and 1303/1886 and contains the texts of a selection of these petitions pertaining to the year 1301/1883-1884 as well as their classification and an analysis of the role and functioning of this institution.

First published in 1998, Revolutionary Iran investigates two major political transformations in the modern history of Iran: the Constitutional Revolution of 1905-09 and the Islamic Revolution 1976-79 and their relation to the modernization of Iran in this century. It addresses a core question: Why did the clergy not take political power in the Constitutional Revolution when Iran was a traditional society and they played a key leadership role in the revolution; yet they succeeded in the more modern Iran of 1979. Characterization of socio-economic relationships between the two major influential groups of civil society in Iran and their role in political transformation is considered central for answering such a question. The book deals with revolution in terms of relationships between civil society and state; which, it is argued, are central to analysing and understanding modern movements in Iran and other Islamic countries. The major contribution of the book can be summarized as follows: It identifies a socio-political division of power and influence between state and civil society during a long period of Iran’s Islamic history as the key theoretical basis for understanding modern transformations of Iranian society. Such a division has, so far, been largely ignored. It explores the clergy and bazaris as the social basis of civil society in Iran, and challenges Gellner’s viewpoint that an Islamic civil society is an impossibility. It argues that the modernization of religion and the creation of modern political theories by the clergy were both crucial means for defeating a modern authoritarian state and seizing political power. It identifies the main social group without whom the Islamic Revolution of Iran would not have achieved political victory, i.e., the dispossessed. It presents a theoretical basis for analysing and understanding new Islamic movements in the Islamic world.
