This book focuses on territorial policies as instruments for local development in Europe’s periphery. Using a multiple-case research design in three typical case studies in the context of the Mediterranean island of Sardinia (Italy), we empirically test the hypothesis that the institutionalisation of the governance system is an independent variable that is capable of influencing the quality of public policy, intended as a dependent variable. According to this hypothesis, the two above-mentioned variables tend to change according to a linear and direct correlation: upward variation of the degree of institutionalisation of the governance system tends to correspond to upward variation in the quality of the policy, and vice versa. In our conclusions, we discuss the descriptive and prescriptive implications of the empirical findings of the research for the local development of peripheral areas. Regarding the descriptive implications, we explain how territorial policy-making can be articulated, based on the degree of institutionalisation of the governance system and the quality of the territorial policies. Regarding the prescriptive implications, we identify the best practices for territorial governance in order to improve the chances of local development in Europe’s periphery.

[English]: Between 5th and 8th September 2018 the tenth edition of the INPUT conference took place in Viterbo, guests of the beautiful setting of the University of Tuscia and its DAFNE Department. INPUT is managed by an informal group of Italian academic researchers working in many fields related to the exploitation of informatics in planning. This Tenth Edition pursed multiple objectives with a holistic, boundary-less character, to face the complexity of today socio-ecological systems following a systemic approach aimed to problem solving. In particular, the Conference will aim to present the state of art of modeling approaches employed in urban and territorial planning in national and international contexts. Moreover, the conference has hosted a Geodesign workshop, by Carl Steinitz (Harvard Graduate School of Design) and Hrishi Ballal (on skype), Tess Canfield, Michele Campagna. Finally, on the last day of the conference, took place the QGIS hackfest, in which over 20 free software developers from all over Italy discussed the latest news and updates from the QGIS network. The acronym INPUT was born as INformatics for Urban and Regional Planning. In the transition to graphics, unintentionally, the first term was transformed into “Innovation”, with a fine example of serendipity, in which a small mistake turns into something new and intriguing. The opportunity is taken to propose to the organizers and the scientific committee of the next appointment to formalize this change of the acronym. This 10th edition was focused on Environmental and Territorial Modeling for planning and design. It has been considered a fundamental theme, especially in relation to the issue of environmental sustainability, which requires a rigorous and in-depth analysis of processes, a theme which can be satisfied by the territorial information systems and, above all, by modeling simulation of processes. In this topic, models are useful with the managerial approach, to highlight the many aspects of complex city and landscape systems. In consequence, their use must be deeply critical, not for rigid forecasts, but as an aid to the management decisions of complex systems.[Italiano]:Dal 5 all’8 settembre 2018 l’Università della Tuscia e il Dipartimento di Scienze Agrarie e Forestali - DAFNE hanno ospitato la decima edizione del Congresso Internazionale INPUT. INPUT è un gruppo informale di ricercatori accademici italiani che operano in molti settori connessi all’uso dell’informatica nella pianificazione. Questa decima edizione del Congresso ha perseguito obiettivi multipli con un carattere olistico, senza confini, per affrontare la complessità degli attuali sistemi socio-ecologici seguendo un approccio sistemico finalizzato alla risoluzione dei problemi. In particolare, la conferenza è stata orientata a presentare lo stato dell'arte degli approcci di modellazione impiegati nella pianificazione urbana e territoriale in contesti nazionali e internazionali. Inoltre, la conferenza ha ospitato un seminario di Geodesign, di Carl Steinitz (Harvard Graduate School of Design) e Hrishi Ballal (via skype), Tess Canfield e Michele Campagna. Infine, l'ultimo giorno della conferenza, si è svolto l’hackfest di QGIS, in cui oltre 20 sviluppatori di software open source provenienti da tutta Italia hanno discusso le ultime novità e gli aggiornamenti dalla rete QGIS. L'acronimo “INPUT” è nato come “INformatics per Urban and Regional Planning”. Nella transizione alla grafica, involontariamente, il primo termine è stato trasformato in "Innovazione", con un bell'esempio di serendipità, in cui un piccolo errore si trasforma in qualcosa di nuovo e intrigante.

Questo libro intende rimettere al centro dell’attenzione delle politiche territoriali e del progetto urbanistico il tema della qualità ecologica delle coste, intese come infrastrutture ambientali e di servizio per la rigenerazione dei contesti territoriali. Le coste sono geografie mobili e fragili il cui stato di salute appare sempre più minacciato dagli effetti pervasivi della pressione antropica e delle crisi congiunturali in atto. Nel nostro paese, oltre il 30% della popolazione nazionale vive in aree costiere; le città sul mare occupano il 13% del territorio nazionale; la densità di urbanizzazione nei cinquecento metri dalla linea della battigia è pari a cinque volte la media nazionale. L’effetto antropico produce ricadute negative sugli equilibri ambientali dei sistemi costieri, determinando un decremento della qualità dei servizi eco-sistemici necessari alla vita degli organismi, compresa quella degli uomini. I cambiamenti climatici hanno accentuato le dinamiche di innalzamento delle maree, di ingressione marina, di subsidenza ed erosione, d’inquinamento dell’aria e dell’acqua. I contributi raccolti in questo volume affermano la necessità che i piani, i progetti e le governance territoriali riscattino gli approcci correnti – settoriali e frammentari – e pongano al centro dell’attenzione i temi della vulnerabilità e della sicurezza ambientale come materiali di un ampio programma progettuale, integrato e transcalare. È necessario confrontarsi con le prospettive di rigenerazione ecologica e sociale dei contesti urbani e territoriali, con politiche per la mobilità, il risparmio energetico, la salute ecosistemica del suolo, la qualità dei servizi collettivi, la riduzione della vulnerabilità ambientale e sociale dei tessuti interessati dai programmi d’intervento. Si tratta, inoltre, di attraversare e descrivere le coste: far emergere la loro complessità e il loro spessore ecologico. In quest’ultima prospettiva, il libro raccoglie un interessante atlante di scatti fotografici che hanno partecipato al concorso Erosioni, bandito da Legambiente e dall’Osservatorio paesaggi costieri italiani nel luglio 2020.

La stretta correlazione tra il difetto di produttività di un sistema-paese e il basso livello di digitalizzazione e innovazione dello stesso è noto. Così come è noto che in questo campo l’Italia abbia accumulato nel tempo un ritardo significativo. Non è un caso, del resto, che la Commissione europea collochi da anni l’Italia tra gli «innovatori moderati». I nostri livelli di spesa in Ricerca e Sviluppo (R&S) sono troppo bassi rispetto alla media europea e questo è vero sia per gli investimenti pubblici, sia per quelli privati. Proprio al fine di recuperare questo deficit italiano e di promuovere gli investimenti in tecnologie, infrastrutture e processi digitali, lo sforzo di digitalizzazione e innovazione permea di sé tutto il Piano Nazionale di Ripresa e Resilienza (PNRR). Nei diversi saggi che compongono il volume (suddivisi in tre sezioni: «Le competenze digitali, l’istruzione e la ricerca scientifica», «Le infrastrutture digitali» e «La digitalizzazione dell’attività amministrativa»), le Autrici e gli Autori tratteggiano le linee generali di tendenza del processo in atto di c.d. transizione digitale. A tal fine, appare imprescindibile l’operazione di ricostruzione dello ‘Stato digitale’ anche a partire dagli interventi previsti nel PNRR e dalla prima attuazione di questi. ‘Stato digitale’ che – è bene ricordare – deve essere inteso in una duplice accezione, ovvero sia come Stato che regola i processi di digitalizzazione in atto all’interno del sistema produttivo, sia come Stato che digitalizza se stesso.
