This volume examines how both victims and perpetrators of terrorism are relevant to our understanding of political violence. While the perpetrators of political violence have been the subject of significant academic research, victims of terrorism and political violence have rarely featured in this landscape. In an effort to capture the vast complexity of terrorism, and to widen the scope of the agenda that informs terrorism research, this book presents a series of analyses that examines the role of the perpetrators, the experience of the victims, the public and media perceptions of both, and given the inherent intricacy of the phenomenon, how we might think about engaging with perpetrators in an effort to prevent further violence. By considering the role of the many actors who are central to our understanding and framing of terrorism and political violence, this book highlights the need to focus on how the interactivity of individuals and contexts have implications for the emergence, maintenance and termination of campaigns of political violence. The volume aims to understand not only how former perpetrators and victims can work in preventing violence in a number of contexts but, more broadly, the narratives that support and oppose violence, the construction of victimisation, the politicisation of victimhood, the justifications for violence and the potential for preventing and encouraging desistance from violence. El propósito de este libro es mostrar la trama del confl icto y las iniciativas de quietud que se han dado en la sociedad contemporánea. Como el lector tendrá ocasión de comprobar en los capítulos que se consignan, la guerra tiene mayor presencia que las aptitudes de paz. No ha sido este hecho premeditado sino que tras el llamamiento que se ha realizado a los especialistas que aquí aparecen, éstos han sido los espontáneos resultados. Lo cual muestra el predominio del drama frente a la concordia internacional. Muchas razones se suelen aducir para dar comienzo al lenguaje de las armas, desde la tesis de Maquiavelo según la cual los cimientos principales de todos los Estados son las buenas leyes y las buenas armas, y que no puede haber buenas leyes donde no hay buenas armas, hasta la de Adolf Hitler quien llega a afi rmar que los ingenios más crueles son más humanitarios pues aceleran la consecución de la victoria. Los planteamientos de Joseph Stalin, en la II Guerra Mundial (1939-1945), tampoco son nada halagüeños cuando llevó a su pueblo a la muerte de veintidós millones de soldados para conseguir la expansión territorial jamás soñada por dirigente ruso alguno. El confl icto que ahora acotamos, el más sangriento de la historia de la humanidad, se repudia por su propia naturaleza autodestructiva, y enlaza con la Gran Guerra de 1914-1918. No nos gusta el culto a los héroes pese a que Thomas Carlyle los sacralizara en el siglo XIX, ni creemos que, como insistiera el general prusiano Helmut Von Moltke, la paz perdurable es un sueño, y ni siquiera un sueño hermoso. No entendemos cómo pudo afi rmar que la guerra forma parte del orden creado por Dios o que en ella se magnifi can las virtudes más negras del hombre: el valor y la abnegación al espíritu del deber y el sacrifi cio de sí mismos, sin la guerra –añade– el mundo se hundiría en el materialismo.

Las páginas que componen este libro no son ni unas memorias ni unos diarios ni unos escritos personales (vivenciales) sobre los años que tuve la responsabilidad de dirigir la atención a las víctimas del terrorismo en España. Por supuesto, este libro recoge experiencias y datos de ese tiempo apasionante y difícil entre diciembre de 2004 y diciembre de 2011 cuando cesé en el cargo tras la victoria del Partido Popular en las elecciones generales del 20-N. Sin embargo, es un trabajo fundamentalmente teórico, académico y de investigación sobre el fenómeno terrorista y sus efectos sobre las personas, muy especialmente en relación con sus víctimas. Aspira a recoger una fotografía lo más ajustada posible de un colectivo más complejo o menos uniforme de lo que suele presentarse en sus clichés habituales, relevante en términos políticos y visible socialmente tanto en España, sobre todo desde 2004, como en el mundo a raíz de los atentados de 11 de septiembre de 2001. El libro que el lector tiene en sus manos arranca así con una propuesta de definición, o de comprensión, del fenómeno terrorista desde una mirada amplia, filosófica si se quiere, particularmente en clave política y jurídica. Esta mirada también ha estado presente en la segunda parte. En concreto, para fundamentar los valores que impulsan los derechos de las víctimas del terrorismo y algunos aspectos o dimensiones de su concepto. La solidaridad, como valor central, o la noción de reconocimiento jurídico que supone la dignificación ética y política de las personas que han padecido el azote terrorista aparecen como centrales en uno y otro, fundamento y concepto. El análisis más particular se ha referido a las víctimas del terrorismo en España, cuestión que da título al libro, y a las razones que han llevado a la positivación de sus derechos especialmente tras el 11 de marzo de 2004. La ley 29/2011, de 22 de septiembre, de Reconocimiento y Protección Integral a las Víctimas del Terrorismo, publicada en el BOE el 23 de septiembre (al día siguiente de su aprobación definitiva y por unanimidad en el Senado) a la que se dedica el último capítulo de este libro representa el corolario de un modelo en el que todo tiempo pasado fue peor. Por último, el trabajo contiene tres anexos que pretenden ilustrar y en buena medida apuntalar los argumentos sostenidos en las páginas precedentes: desde una selección de artículos y discursos que realicé en mi condición de Director General en el Alto Comisionado primero y en el Ministerio del Interior después, signo de nuestra filosofía de trabajo, de nuestro compromiso y de nuestras aspiraciones en la materia, hasta una relación de la normativa histórica principal sobre reparación y atención a víctimas del terrorismo en España que refleja toda una evolución progresiva, sistemática y finalmente con vocación integral.
