This volume examines how both victims and perpetrators of terrorism are relevant to our understanding of political violence. While the perpetrators of political violence have been the subject of significant academic research, victims of terrorism and political violence have rarely featured in this landscape. In an effort to capture the vast complexity of terrorism, and to widen the scope of the agenda that informs terrorism research, this book presents a series of analyses that examines the role of the perpetrators, the experience of the victims, the public and media perceptions of both, and given the inherent intricacy of the phenomenon, how we might think about engaging with perpetrators in an effort to prevent further violence. By considering the role of the many actors who are central to our understanding and framing of terrorism and political violence, this book highlights the need to focus on how the interactivity of individuals and contexts have implications for the emergence, maintenance and termination of campaigns of political violence. The volume aims to understand not only how former perpetrators and victims can work in preventing violence in a number of contexts but, more broadly, the narratives that support and oppose violence, the construction of victimisation, the politicisation of victimhood, the justifications for violence and the potential for preventing and encouraging desistance from violence. This book examines the politicisation of victims of terrorism and the reality of the victimisation experience within the broader field of terrorism and the resulting conflict. Victims of terrorism are a unique group of individuals whose experience is overlooked in the current literature on terrorism. Since 9/11, terrorism has risen to global prominence and has become a key topic of interest with regards to media attention and national security. As a result, many European countries (as well as the USA) have had to take active steps to protect and provide for the victims of terrorism, particularly given the nature of victimisation post-3/11 (Madrid) and 7/7 (London). Recently, we have also seen an increase in the political currency of the terrorist victim; for example, the lobbying activities and political involvement of the victims of ETA terrorism and the exceptionally powerful lobby in the USA that sees the involvement of victims of terrorism and their families in policy-making and law-enforcement transformations. This book is based on extensive field work in Northern Ireland, London and Spain and presents the results, which focus on the needs and experiences of victims of terrorism and political violence, and critically analyses these findings comparatively and in their own right. The aim is to assess the provision of support initiatives in Northern Ireland, mainland UK and Spain and understand if victims' needs are being met by these initiatives but most importantly to construct a picture of the local and international interpretation of the experience of victimisation by terrorism. This book will be of much interest to students of terrorism and political violence, victimology, criminology, security studies and IR.

The history of terrorism has been largely a history of perpetrators, their motives and actions. The history of their victims has always seemed to be of secondary importance. But terrorism is communication by violence, and its efficiency depends significantly on the selection and the treatment of the victims by the perpetrators, on the one hand, and the perception and acknowledgement of victimhood by the public, on the other. How does it affect our picture of the history of terrorism then, if the victims are moved centre stage? If the focus is put on their suffering, their agency, their helplessness, or on how they are acknowledged or exploited by society, politics and media? If the central role is taken into account which they play in terrorist propaganda as well as in the emotional response of the public? The contributions to this edition of the European History Yearbook will examine such questions in a broad range of historical case studies and methods, including visual history. This is the second release of this Occasional Paper. After completion of RAND's quality-assurance process and first release of the paper, RAND learned of concerns from some readers about the authors' way of describing distinctions among various groups. Some viewed the authors' placement of such groups into a tier system as a ranking of the groups' general influence and importance. This had not been the authors' intent. To address this ambiguity in classification, RAND undertook a second editing of the document. The tier description has been replaced by a categorization of groups -- an approximation based on the groups' own stated agendas and activities -- into national policy reform, state and local policy reform, and victim and family support groups. The paper no longer contains any suggestion of a ranking or scoring of groups' influence. In addition, RAND has amended the dates on which various groups were formed and the types of membership categories of certain groups and their membership numbers.

This book explores how gender intersects with political violence, and particularly terrorism. We ask how gender relations and understandings of femininity and masculinity influence political violence, which includes politics related to terrorism, state terrorism, and genocide. We investigate how women cope with and influence the politics of terrorism and genocide. The book’s goals are descriptive and analytical. We (1) describe in what ways women are present (and/or perceived as absent) in political contexts involving violence, and (2) analyze what gender assumptions, identities, and frames women face and themselves express and act upon regarding political violence encountered in their lives. The manuscript is divided into seven chapters: introduction, women as victims/survivors of violence, women as perpetrators of violence, women in social movements responding to violence, women politicians leading policy regarding violence, the public opinion of women and men concerning violence, and a conclusion. Each chapter explores the intersection between gender and terrorism through the lens of the chapter focus.
