Depuis l’an 2000 et la mise en œuvre de la politique d’expansion internationale de la Chine, l’intérêt des entreprises chinoises d’État et privées pour les ressources et les possibilités d’investissement dans le bassin du Congo a considérablement augmenté, générant de nouveaux débouchés mais aussi de potentiels coûts sociaux et environnementaux. Ce rapport synthétise les principaux résultats des études de cadrage préliminaire réalisées par le CIFOR et ses partenaires au Cameroun, en République démocratique du Congo et au Gabon. Il se concentre sur les possibles liens entre le commerce et les investissements chinois dans les secteurs forestier, minier et agricole et les effets sur les forêts et sur les communautés de la région qui en sont tributaires. Toutes les études ont été réalisées dans le cadre du projet du CIFOR intitulé « Le commerce et les investissements chinois en Afrique : évaluation et gestion des compromis entre économies nationales, moyens de subsistance locale et écosystèmes forestiers », initié en 2010. Les études de cadrage ont produit des résultats intéressants, notamment une meilleure compréhension des principales tendances liées au commerce des ressources naturelles entre les pays cibles et la Chine, ainsi qu’aux grands secteurs économiques ciblés par les investisseurs chinois (forêts, mines, agriculture). Les études se sont également intéressées au rôle des agences nationales chargées d’encourager les investissements et de veiller à ce que les entreprises respectent les exigences environnementales et sociales. Elles ont permis de mieux comprendre les processus informels relatifs aux investissements et à l’acquisition de terres et d’autres ressources.

Les conséquences des investissements et des échanges de la Chine avec l’Afrique font l’objet de nombreuses conjectures. Le projet du CIFOR intitulé « Chinese trade and investment in Africa » (Le commerce et les investissements chinois en Afrique) cherche à comprendre les effets du rôle de la Chine dans la variation des flux des échanges mondiaux et des politiques d’investissement vers les forêts de deux régions écologiques africaines, à savoir le bassin du Congo et les forêts d’Afrique australe, en ciblant les secteurs ayant un impact potentiel direct sur les forêts : les mines, les activités forestières et agricoles. À l’échelle mondiale, le nombre de fusions-acquisitions (M&A) réalisées par des sociétés chinoises a augmenté ces dernières années. L’Afrique est la deuxième destination la plus fréquente en matière de fusions-acquisitions minières, et des études font état d’un intérêt accru dans l’activité de M&A en Afrique. Les M&A les plus répandues sont les activités pétrolière et minière. D’autres études sont nécessaires pour établir une base de données complète sur les investissements chinois réellement réalisés en Afrique. Les fusions-acquisitions méritent également d’être étudiées car elles constituent un moyen de plus en plus utilisé par les sociétés chinoises pour investir à l’étranger.

Since 2000 and the implementation of China’s ‘going abroad’ policy, mainland Chinese state-owned and private companies have significantly increased their interests in the resources and investment opportunities of the Congo Basin, bringing new opportunities as well as potential social and environmental costs. This report is a synthesis of some main findings of preliminary scoping studies conducted by CIFOR and partners in Cameroon, Democratic Republic of Congo and Gabon. It focuses on how Chinese trade and investment in the forestry, mining and agricultural sectors might relate to effects on forests and forest-dependent communities in the region. All studies were conducted under the CIFOR project ‘Chinese trade and investment in Africa: Assessing and governing trade-offs to national economies, local livelihoods and forest ecosystems’, initiated in 2010. The scoping studies yielded useful results, including an increased understanding of the main trends in natural resources trade between the target countries and China, and the major land-based productive sectors targeted by Chinese investors. The studies also considered the role of national agencies tasked with promoting investment and overseeing corporate adherence to environmental and social requirements, and provided a better understanding of the informal processes surrounding investment and acquisition of land and other resources.

The 2010 State of the Forest report (SOF) benefited from financial support from the European Union, the United States, Germany, France and UNESCO. It represents the collaborative effort of over 100 individuals from a diversity of institutions and the forestry administrations of the Central African countries. The SOF process began with the selection and definition of indicators relevant to monitoring the state of forests in Central Africa. The indicators are structured around three thematic areas: (i) forest cover; (ii) management of production forests; and (iii) conservation and biodiversity. They are presented in a hierarchical structure at the regional, national and management unit (i.e. logging concessions and protected areas) levels. The indicators were vetted by a representative panel of stakeholders of forest management in Central Africa. The indicators are used to guide an annual data collection process carried out between April and August by national groups of four to ten individuals working within the forestry administrations. The data reported on in the 2010 SOF were primarily collected in 2009 and 2010. Results were validated in national workshops attended by government officials as well as representatives of environmental NGOs, the private sector and development projects. The data provided an important basis for the authors of the 11 chapters of the 2010 SOF, which were under the coordination of a scientific committee of international renown. A final workshop was held 29-30 March, 2011 in Douala to review a draft report. Following amendments based on comments from a wide audience of experts the final layout was completed.

Chinese investment in Africa has increased greatly in recent years. In Cameroon, the years following the last global financial crisis saw a boom in Chinese investments in the rubber industry, in particular in rubber estates belonging to two companies: Sud-Cameroun Hevea SA and GMG HEVECAM. These investments come from Sinochem, one of the largest Chinese state-owned multinationals, and involve the rehabilitation of existing rubber estates, as well as expansion into new areas. Since the initial investment from China, exports of rubber from Cameroon to China increased from almost none to nearly half of total rubber exports in 2011. We conducted research into the nature and extent of China’s investment in the Cameroonian rubber sector and assessed initial findings through the lens of socially responsible investments (SRI). Overall, the picture shows that the two investments are subject to a number of governance challenges, particularly in relation to land allocations.
