Ce second conflit du golfe post-guerre froide qui marque la fin du monde bi-polaire va constituer un champ d'expérimentation du nouvel ordre mondial ou à tout le moins, la matrice d'où doit naître cet ordre nouveau fondé sur la paix par la securité collective grâce à la coopération entre les grandes puissances - URSS, Etats-unis, Chi , France, Royaume-Uni. Et la mise en oeuvre des dispositions coercitives du chapitre VII de la charte de l'ONU relatives au maintien de la paix et de la securite internationales. Mais cet ordre nouveau est-il un ordre juridique ou un ordre de puissance ? Ne constitue-t-il pas une source d'instabilites du fait qu'il exclut dans sa perspective la dimension economique de la paix ? La problématique de la paix montre que le monde de l'après-guerre froide est loin de se diriger vers une ère fondée sur un processus dynamique de coopération, sur le respect de l'égalité souveraine, de l'indépendance des états et sur l'acceptation des valeurs du système libéral dominant. Au Moyen-Orient, dans le Golfe, l'affaiblissement de l'Irak résultant du recours à la force armée, de l"opération tempête du désert", ravive les différends frontaliers entre les états membres du conseil de coopération du Golfe ou entre ceux-ci et l'Iran. Ces différends s'inscrivent généralement dans le contexte d'une course aux armements aggravée par la compétition entre l'Iran, l'Arabie, la Turquie à certains égards, pour la domination ou le contrôle de la région, en l'absence d'un mécanisme adéquat de régularisation des conflits qui ne peut incarné la ligue des Etats arabes. Les contours même du nouvel ordre sont contestés notamment la pratique de l'ingérence humanitaire" qui prend l'aspect d'une entervention d'humanité. Dès lors, l'ordre nouveau pour être une source de paix.

The State of Qatar, the Asian-African Legal Consultative Committee (AALCC), in cooperation with the Secretariat of the United Nations and Frère Cholmeley (Paris) organised the Conference on International Legal Issues Arising under the United Nations Decade of International Law in Doha, Qatar on 22--25 March 1994. Around 60 speakers and 200 participants from more than 40 nations freely expressed their views on the progressive development of international law and its codification with a view to States' actions in the future adhering to the principles of international law as enshrined in the Charter of the United Nations. The subjects dealt with by the Conference had one thing in common: they were all topical issues or, in French, `des questions d'actualité', and will remain thus throughout the United Nations Decade of International Law. Mais nous observons avec beaucoup d'inquiétude que la force prévaut au détriment du droit international à travers le comportement unilatéral des États-Unis qui vont soigneusement élaborer un processus de déstabilisation juridico-politique qui va mettre en exergue la volte face américaine dans la guerre Irak-Iran, mais précisément dans la guerre Irak-Koweit et Irak-coalition internationale. La supposée menace que constitue l'Irak selon les États-Unis est plutôt un prétexte pour rappeler l'unique monopole américain dans la région du Golfe. Mais ce prétexte de détention d'armes de destruction massive est savamment déconstruit par des responsables de l'AIEA, ce qui n’empêche l'Amérique de se poser comme faiseuse et défaiseuse du droit international, d'où l'avenir inquiétant de ce droit.

This book traces the global, national, and local origins of the conflict between Muslims and Jews in France, challenging the belief that rising anti-Semitism in France is rooted solely in the unfolding crisis in Israel and Palestine. Maud Mandel shows how the conflict in fact emerged from processes internal to French society itself even as it was shaped by affairs elsewhere, particularly in North Africa during the era of decolonization. Mandel examines moments in which conflicts between Muslims and Jews became a matter of concern to French police, the media, and an array of self-appointed spokesmen from both communities: Israel's War of Independence in 1948, France's decolonization of North Africa, the 1967 Arab-Israeli War, the 1968 student riots, and François Mitterrand's experiments with multiculturalism in the 1980s. She takes an in-depth, on-the-ground look at interethnic relations in Marseille, which is home to the country's largest Muslim and Jewish populations outside of Paris. She reveals how Muslims and Jews in France have related to each other in diverse ways throughout this history--as former residents of French North Africa, as immigrants competing for limited resources, as employers and employees, as victims of racist aggression, as religious minorities in a secularizing state, and as French citizens.
