Cet ouvrage est le fruit d'une actualité brûlante du début des années 2000 vantant le recours aux partenariats public-privé. Ce dispositif prend son essor dans un contexte de contraintes budgétaires auxquelles font face les collectivités publiques des pays industrialisés depuis les années 1970, du fait de l'accroissement des dé cits budgétaires et de la dette publique.
