Authorities often fear societal change as it implies finding a new balance to live together within society. Whether it is defined by economic, political, social or cultural factors, the transformation of life in society is considered by authorities as a 'risk' that needs to be framed and controlled. The state's response to this situation of transformation can be analysed through the prism of the police. Informally or not, police systems adapt their regulatory frameworks, their structures and their practices in order to respond risks, new threats and new rules. This process, which is mostly of a contemporary nature, is also deeply historic. Analysing it on the long run is therefore particularly relevant. Qasim Amin (1863-1908), an Egyptian lawyer, is best known for his advocacy of women's emancipation in Egypt, through a number of works including The Liberation of Women and The New Woman. In the first of these important books in 1899, he started from the premise that the liberation of women was an essential prerequisite for the liberation of Egyptian society from foreign domination, and used arguments based on Islam to call for an improvement in the status of women. In doing so, he promoted the debate on women in Egypt from a side issue to a major national concern, but he also subjected himself to severe criticism from the khedival palace, as well as from religious leaders, journalists, and writers. In response he wrote The New Woman, published in 1900, in which he defended his position and took some of his ideas further. In The New Woman, Amin relies less on arguments based on the Quran and Sayings of the Prophet, and more openly espouses a Western model of development. Although published a century ago, these two books continue to be a source of controversy and debate in the Arab world and remain key works for understanding the Arab feminist movement. The Liberation of Women and The New Woman appear here in English translation for the first time in one volume.

In fin-de-siècle France, politics were in an uproar, and gender roles blurred as never before. Into this maelstrom stepped the "new women," a group of primarily urban, middle-class French women who became the objects of intense public scrutiny. Some remained single, some entered nontraditional marriages, and some took up the professions of medicine and law, journalism and teaching. All of them challenged traditional notions of womanhood by living unconventional lives and doing supposedly "masculine" work outside the home. Mary Louise Roberts examines a constellation of famous new women active in journalism and the theater, including Marguerite Durand, founder of the women's newspaper La Fronde; the journalists Séverine and Gyp; and the actress Sarah Bernhardt. Roberts demonstrates how the tolerance for playacting in both these arenas allowed new women to stage acts that profoundly disrupted accepted gender roles. The existence of La Fronde itself was such an act, because it demonstrated that women could write just as well about the same subjects as men—even about the volatile Dreyfus Affair. When female reporters for La Fronde put on disguises to get a scoop or wrote under a pseudonym, and when actresses played men on stage, they demonstrated that gender identities were not fixed or natural, but inherently unstable. Thanks to the adventures of new women like these, conventional domestic femininity was exposed as a choice, not a destiny. Lively, sophisticated, and persuasive, Disruptive Acts will be a major work not just for historians, but also for scholars of cultural studies, gender studies, and the theater.

The book presents the first English edition of Hubertine Auclert's Arab Women in Algeria which offers a unique picture of Algerian society in late 19th century. Hubertine Auclert (1848-1914) was one of the foremost militants for women's political rights in France from the mid-1870s. She lived in Algeria from 1888 to 1892, where she investigated the customs and traditions that defined the condition of women. She witnessed both the exploitation of women and that of the colonized people; in doing so, she drew a picture of colonial Algerian society. While women were mistreated by men (sale of prepubescent girls into marriage, forced marriage, repudiation permitted only to men, polygamy), Arab men were mistreated by the colonial administration and excluded from the government of Algeria. She denounced the contradictions and hypocrisy of French justice, which often enforced, for their own interest, the "anomalies" of Muslim law in contradiction with French law. The last chapter of the book comprises of several striking anecdotes that illustrate the author's theoretical views. Jacqueline Grenez Brovender is a freelance translator and a former lecturer in French at Tufts University. Denise Brahimi-Chapuis taught in French and Algerian universities about the relationship between France and the Maghreb and its effect on women.
