"La pubblicazione delle Leggi Razziali, la loro applicazione, l'inasprimento del trattamento degli ebrei durante i mesi della guerra e poi della Rsi, fino alla sottomissione irresponsabile alla diabolica macchina di sterminio nazista con le deportazioni, non possono che dimostrare, al di là degli iniziali accomodamenti e strategie di nascondimento, una precisa volontà antisemita del regime fascista. Che oggi è assolutamente impossibile giustificare o tentare di nascondere. Più in generale l'applicazione delle Leggi razziali fu permessa da un generale ottundimento degli italiani che in buona parte, per quieto vivere, non si esposero troppo a favore degli ebrei, salvo figure e istituzioni di grande valore morale e spirituale. In seguito, il fallimento parziale della campagna razzista che, pur mietendo migliaia di vittime, non raggiunse mai la follia di quella nazista permise addirittura a quella parte di cittadinanza ignava, la cosiddetta zona grigia, di costituirsi "un comodo alibi - come scrive Renzo De Felice nella sua "Breve storia del fascismo" - dietro cui nascondere il proprio opportunismo e tacitare eventuali rimorsi di coscienza". E questo se vogliamo è la cosa più grave: primo, la dimenticanza dei fatti, secondo, la rimozione della colpa. Al contrario, la mostra "Leggi razziali. Una tragedia italiana" tanto intensa soprattutto nella sua volontà didattica è un piccolo ulteriore tassello per la ricostituzione di una memoria collettiva dopo decenni in cui non è stato possibile, per motivi ideologici, arrivare alla definitiva comprensione dei processi che hanno condotto a questa aberrazione. Solo sulla reale metabolizzazione della propria storia e dei propri errori, si può però fondare una nazione veramente democratica, aperta, in cui i valori fondanti siano condivisi da tutti, in cui i diritti fondamentali siano garantiti per tutti". Describes the trauma undergone by Italian Jews for whom the antisemitic decrees were unexpected. Notes the reactions of Jewish ex-fascists, anti-fascists, Zionists, intellectuals and scholars. The confusing atmosphere created by Mussolini's racial policy is exemplified in excerpts from the fascist Catholic newspapers in support of the antisemitic policy, but also by manifestations of sympathy and solidarity with the Jews. States that the racist legislation caused a rift in the fascist regime and marked the decline of Mussolini's popularity. Asserts that the antisemitic measures prepared the ground for the deportation of Italian Jews by the Nazis in 1943.

Le numerose leggi e le circolari sulla questione ebraica contenute nel libro mettono in luce le iniziali intenzioni di Mussolini che, almeno fino al 1936, si fece promotore di un antisemitismo di Stato molto diverso dal modello tedesco. Lo stesso slogan "Discriminare, non perseguitare" aveva infatti reso chiaro all'opinione pubblica che bisognava allontanare gli ebrei dall'Italia, ma non perseguitarli e sterminarli. Da qui la scelta del titolo: La questione del "NON", proprio per evidenziare la differenza, sia sul piano politico che psicologico, delle scelte prese dal Duce nei confronti della razza ebraica, degenerate poi irrimediabilmente nella fase finale ponendo in essere una delle più brutte pagine della storia politica, sociale e culturale italiana.
