Dans le contexte d'expansion économique et de croissance de l'État qui caractérise les années 1960, la réorganisation des systèmes d'éducation, de bien-être et de santé entraîne un réaménagement des activités et suscite des intérêts concernant les familles. Des associations familiales nées de l'Action catholique, des associations créées autour de la réforme scolaire, de nouvelles associations de parents en quête de réformes, des associations féminines qui glissent vers le féminisme constituent le terreau d'un mouvement social créé dans la seconde partie des années 1960. Inspiré des mouvements européens, favorisé au départ par des leaders politiques, sociaux et religieux, le Mouvement familial poursuit ses objectifs au cours des années 1970, tandis que l'on assiste à la montée du mouvement des femmes.L'ouvrage retrace, à partir des documents et mémoires issus de 17 fédérations d'organismes familiaux ou à intérêt familial, comment la participation de ces groupements (et de plusieurs autres) à diverses activités et revendications, ainsi que leurs interactions avec l'État et avec le mouvement des femmes contribuent à la mise en place d'une politique familiale. Outre les domaines de la famille et des associations familiales au centre de l'analyse, cette étude ajoute des données inédites à l'historiographie du Québec moderne en traitant du changement social, de l'émergence des politiques et des institutions sous l'angle de l'apport des mouvements sociaux à ces transformations.

The family can be viewed as one of the links in a “golden chain” connecting individuals, the private sphere, civil society, and the democratic state; as potentially an important source of energy for social activity; and as the primary institution that socializes and diffuses the values and norms that are of fundamental importance for civil society. Yet much of the literature on civil society pays very little attention to the complex relations between civil society and the family. In Canada many public projects, programs, and services perform well, and many are very successful. However, these cases are consistently underexposed and understudied in the policy literature which, for various reasons, tends to focus on policy mistakes and learning from failures rather than successes. In fact, studies of public policy successes are rare not just in Canada, but the world over, although this has started to change (McConnell, 2010, 2017; Compton & 't Hart, 2019; Luetjens, Mintrom & 't Hart, 2019). Like those publications, the aims of Policy Success in Canada are to see, describe, acknowledge, and promote learning from past and present instances of highly effective and highly valued public policymaking. This exercise will be done through detailed examination of selected case studies of policy success in different eras, governments, and policy domains in Canada. This book project is embedded in a broader project led by 't Hart and OUP exploring policy successes globally and regionally. It is envisaged as a companion volume to OUP's 2019 offering Great Policy Successes (Compton and 't Hart, 2019) and to Successful Public Policy in the Nordic Countries (de La Porte et al, 2022). This present volume provides an opportunity to analyze what is similar and distinctive about introducing and implementing successful public policy in one of the world's most politically decentralized and regionally diverse federation and oldest democratic polities.

Cet ouvrage traite de l’histoire législative et sociale de l’adoption québécoise, en s’intéressant plus particulièrement aux adoptions intrafamiliales et à la manière dont l’adoption légale redéfinit juridiquement les liens familiaux de l’enfant adopté. Plus précisément, il aborde la question des places respectives de la famille d’origine et de la famille adoptive de l’enfant adopté au regard des droits qui s’y rattachent. La première partie retrace les changements successifs de la Loi sur l’adoption au Québec de 1924 jusqu’à la dernière réforme de 2018.
