Les relations internationales sont aujourd’hui confrontées à un mouvement en faveur de la démocratisation de leurs espaces décisionnels. Les parlementaires deviennent progressivement des acteurs clés dans ce scénario, organisant des forums transnationaux de délibération qui prétendent influencer l’action gouvernementale dans divers domaines. Ce phénomène touche aussi les intégrations régionales, dont l’Union européenne et son parlement co-législateur constituent le cas le plus remarquable. À l’inverse, en Amérique latine, la tradition présidentialiste et le caractère intergouvernemental des initiatives régionales ont toujours confiné les parlementaires à un rôle secondaire. Pourtant, contre toute attente, un parlement a été récemment créé au sein du Mercosur, organisation regroupant l’Argentine, le Brésil, le Paraguay et l’Uruguay. Comment expliquer un tel choix institutionnel ? Cet ouvrage se propose d’analyser les raisons de la création du Parlement du Mercosur au-delà des discours officiels. Quatre périodes principales peuvent être identifiées : - la démocratisation et l’évolution de la participation des parlementaires dans le régionalisme ; - la montée en puissance des relations entre l’Union européenne et le Mercosur et le transfert de mécanismes d’intégration - le moment critique correspondant à la confrontation de la Zone de libreéchange des Amériques aux nouvelles idéologies gouvernantes ; - enfin, la difficile institutionnalisation du nouveau parlement. L’analyse est orientée empiriquement par l’objectif de tracer le parcours des variables explicatives dans le processus institutionnel, sur la base d’entretiens semi-directifs et d’observations conduites en Europe et au Mercosur.

This comparative book analyses the development of regional integration parliaments in three different continents of the world. It assesses and compares the expansion and current stage of institutional development of three regional assemblies – the European Parliament, the Pan-African Parliament and the Mercosur Parliament for Latin America. Comparative regional integration has met with increasing interest over the last twenty years with the emergence or reinforcing of new regional dynamics in the EU, NAFTA, MERCOSUR and ASEAN.
